Job Description

COO Irish Bioeconomy Foundation (Tipperary)

Pantheon Talent & Consulting have been retained by The Irish Bioeconomy Foundation to source a COO for their new National Bioeconomy Campus in Tipperary.

Background
The Irish Bioeconomy Foundation (IBF) was established to promote the conversion of Ireland’s natural land & sea resources to high value products for the development of a sustainable bioeconomy that is globally competitive. The stakeholders and membership of IBF is continually expanding and includes large and small industry players from the agrifood energy forestry and marine sectors entrepreneurs academic institutions government agencies and others.

Core activities that the IBF undertakes in pursuit of its mission include:
  • building relationships amongst stakeholders
  • coordinating activities between stakeholders
  • lobbying effectively on behalf of stakeholders
  • helping create synergies between stakeholders
  • leveraging value from existing research & infrastructure for stakeholders
  • driving innovation within stakeholders

On foot of a recent very significant investment by Enterprise Ireland in a major national initiative the IBF (under the Regional Enterprise Development Fund scheme) IBF is in the process of building a multipurpose pilotscale bioprocessing and innovation facility on the National Bioeconomy Campus in Lisheen Thurles Co. Tipperary. This openaccess facility has been designed to bridge the gap between earlystage R&D and commercialscale production. It will do so by providing access to a range of bio and chemical reactors and associated upstream and downstream processing equipment and thus facilitate clients and stakeholders of IBF to scaleup validate and valorize new ideas processes products and value chains.

Job Description
Reporting to the Chief Executive Officer the COO will formulate IBF’s technology strategy and infrastructure and manage its daytoday technical operations. Specific job responsibilities will include:

Technical Support & Customer Relationship Management
  • Manage the development of technical project scopes protocols & agreements with key stakeholders and potential clients of IBF to ensure business is secured and can be delivered.
  • Provide technical support where appropriate to the tech ops scientists and engineers working on customer projects.
  • Manage Customer queries and complaints and maintain records.
  • Build a network with international facilities providing similar services
  • Work as part of a team that will seek and apply for National and European public funding and cofunding with industry for scale up projects.

Engineering & Facility Management
  • Manage the procurement of plant and equipment items during the Establishment & Construction phase to time deadlines and within agreed budgets.
  • Represent the management team on the Facility Design & Project Management Team.
  • Provide direction and respond promptly to requests for information to ensure programme delivery.
  • Establish & manage & an inprocess laboratory to support plant operation & customers.
  • Identify ongoing plant improvement measures prepare Capital Expenditure proposals convene appraisal meetings administer tendering processes and manage implementation.
  • Manage the installation and commissioning of plant and equipment items and plant improvement projects to time deadlines and within agreed budgets
  • Develop and manage a Preventative Maintenance Programme for utility & process plant equipment.
  • Supervise the work of Process Engineering and Maintenance staff and contractors to ensure the continuity of supply and quality of utilities services to the plant.
  • Represent management on the site Safety Committee and maintain Safety Statement of the Pilot facility.
  • Convene safety meetings and promote safe work practices.

Systems Management
  • Manage the development & implementation of appropriate Manufacturing Safety Quality and Environmental Practices.
  • Preparation and validation of SOP’s the maintenance of Calibration and Process Records Plant audit reports operator training and the holding of regular Quality Team meetings


Ideal Candidate
The ideal candidate will
  • Have senior management experience in the agrifood/ pharma/ biotech or closely related sectors including budget and personnel management
  • Have a process engineering background with a knowledge of operating pilotscale bioprocessing equipment.
  • Have a national and/or international network that can support the development of the Pilot scale facility.
  • Have strong interpersonal skills organization skills and commercial acumen.
  • Have technical project management experience
  • Have a postgraduate qualification in process engineering biotechnology chemical engineering or related disciplines

Location
The position will primarily be based at the National Bioeconomy Campus Lisheen Thurles Co. Tipperary. Travel to engage with Bioeconomy national stakeholders and on an occasional basis International Travel to engage with the wider EU Bioeconomy network for training engagement and best practice review may be required.
