Job Description

Payroll Manager


Sunshine Staffing is currently seeking a Payroll Manager to perform district-based duties associated with managing, reconciling, investing, and reporting of accounts and budgeted funds. Employees in this classification function at complex accounting level capacity and produce and review financial reports and documents in accordance with local, state, and federal guidelines. This position also serves as technical and procedural expert for all district personnel, as well as serving as a liaison between the district and various outside financial entities.


Responsibilities:

Responds to internal and external customers in a timely, accurate, courteous and empathetic manner representing OCPS in a positive light.

Coordinates the daily activities of the payroll function to facilitate the timely delivery of payroll in an efficient manner.

Assists with confidential matters related to the Internal Revenue Service, employee relations and/or compensation problems of district staff.

Initiates critical thinking in problem solving and decision making, as necessary and exercises good judgment in resolving customer service issues.

Generates and interprets critical payroll reports to verify team is accurately identifying problems for correction.

Accurately identifies payroll rules impacting the results of specific payroll areas and effectively trains team on applying such rules as it relates to the payroll edit.

Prepares various forms and documentation upon request; may include researching data for the administrator through the Internet or other resources.

Effectively model the companys core competencies.

Provides payroll support, training, and guidance to approximately 35 district locations.

Performs manual calculation of salary, overtime, double time, supplements, account pays, bonuses, and tax information.

Prepares payroll for department as needed; inputs payroll data; creates and maintains electronic payroll files.

Performs weekly edit of paychecks to ensure accuracy prior to processing payments. Handles direct deposit transactions and payroll problems.

Calculates contract salary adjustments for instructional staff and payroll audits as needed.

Meeting and assisting employees with payroll problems. Processes the personnel agenda for school board action to ensure accurate payment and timely terminations.

Serves as a payroll expert regarding testing processes and procedures as they relate to district.

Calculates and verifies pre-tax deductions, federal withholding, FICA, and Medicare tax.

Researches, reconciles and maintains all claims (overpayments) in the district including complex tax calculations regarding repayment agreements.

Analyzes and researches problems and outlines possible solutions.

Serves as a problem solver and resource for the district to determine appropriate payroll resolutions considering IRS and contractual guidelines.

Provides direction and leadership to support staff.

Serves as a district contact for payroll processes; verifies accuracy of payroll entries and gross wage payments for all district locations.

Analyzes positive and negative inflows, employees active and inactive, tax deductions, contract salary adjustments, overpayments, manual adjustments and all district time entries on payroll edit prior to processing payroll.

Maintains knowledge of IRS federal, state, and local tax laws, Fair Labor Standards Act, and all union contractual guidelines to ensure payroll reporting compliance.

Verifies gross wages on payroll register; signs off on register and passes on to process for payment.

Train district personnel in all payroll systems, policies and procedures.

Monitors and corrects all instructional payroll time entries to ensure annual contracts are accurate and contract salary adjustments are within a reasonable range.

Verifies accuracy of reports for time entries, deletions and changes in employment status; analyzes gross wages prior to payroll post.

Receives and enters account pays, supplements and bonuses; ensures proper accounting strips are charged and validate payment to appropriate personnel for all documents received for processing from district locations.

Creates and reconciles spreadsheets on various topics at the request of the Director or Assistant Director of Payroll.

Maintains a database of all district claims including payment posting; generate quarterly district claim reports for upper level management.

Processes, tracks and monitors employees with negative personal leave balances, on workers compensation, on a leave of absence, receiving zero net checks, changed payroll areas or have had terminations entered late to ensure timely and accurate payment.

Identifies payroll time entries for corrections; files all payroll documents; repackages, boxes, and sends payroll documents from previous year to warehouse at end of each fiscal year.

Provides materials and information to auditors during audits. Serves as a liaison between the various departments within the district for processing payroll.

Operates a computer to enter, retrieve, review, or modify data; utilizes word processing, database, and software programs.

Responsible for keeping up to date on current technology, as job appropriate, being used by OCPS.

With the support of the district, attends training to ensure skill level in various technologies is at the level required to perform in current position. Responsible for timely and accurate information they maintain as part of their job responsibilities.



Qualifications:

Associate s degree with course work emphasis in accounting; supplemented by a minimum of four (4) years of progressively complex experience in payroll/or directly related field, or any equivalent combination of related education, training and experience which provides the required knowledge, skills and abilities to perform the essential job functions.
