Job Description

Position: Financial Analyst

Location: Boston MA, 02116

Duration: 2+ months (Possibility of Extension)

Summary:
Provide financial analysis, recommendations and expertise on their financial performance and planning. This person will be instrumental in improving existing and future state operations, financial performance, and productivity.
Roles & Responsibilities:
  • Ensure the general business activities of the Budget Department are in compliance with the governing laws, rules, regulations, policies, and procedures.
  • Assists with the development of the annual operating budget, including meeting with managers and department heads to determine budgetary needs for the upcoming fiscal year.
  • In coordination with the Revenue section, OREAD, and other departments, develop annual budgets and projections for toll and non-toll operating revenue.
  • Assist in the creation of the operating expense budget for toll and non-toll appropriations.
  • Monitors budget vs actual performance on a daily basis and assists in the preparation of quarterly presentations of budget vs actual results to the Board.
  • Reviews encumbrance requests for accuracy, completeness, and budgetary funding prior to approval.
  • Coordinate with the Budget Director on the maintenance of the Departmental Expense Budget Table (BQ83) within MMARS.
  • Maintains Central Expense table (BQ89) and prepares the fund transfer in and out of the various accounts per schedule or upon request.
  • Creates, reviews, and analyzes department financial reports and other documents in order to ensure projected expenditures are within the budget.
  • Provide financial and budget reporting, metrics, and analysis to department leaders.
  • Provides technical assistance to agency staff, district managers, and others with regard to business/fiscal matters in order to provide information and to ensure compliance with established standards.
  • Communicate with various departments on a regular basis on financial performance.
  • Utilize MMARS computer system for budget allocations and encumbrance purposes.
  • Manage relationships with key stakeholders who are involved in the processes supported by the Fiscal department.
