Product Lead 

Position: Product Lead

Duration: 1 year + possible 2 yr extension

Location: Sacramento, CA

Minimum Required

• Have a computer science, engineering, mathematics, or technology related baccalaureate degree from an accredited college or university, or ten (10) years of experience in computer science or technology-related field of work.
• Successfully led at least three (3) IT stabilization efforts or similar responsive engagement to resolve critical system failure or enhancement.
• Demonstrated strong written communication skills in clear concise language as an author of complex system technical documentation. Must provide an example of a complex system technical documentation with redacted information, as necessary.

Task #

TASK DESCRIPTION

1.

A written preliminary, and final, assessment report that includes the following:

a. Assessment of the current-state technology ecosystem and horizontal infrastructure view.

b. Analysis of the end-to-application and infrastructure service and information stack.

c. Identification and analysis of core central services.

d. Analysis of service support (problem and change management).

e. Root cause analysis of major infrastructure and application issues, risks, or vulnerabilities.

f. Identification of existing issues, risks, and/or challenges.

g. Identification of current availability, fault tolerance, and recoverability of the current state.

h. Initial identification of gaps in the end user experience through the underpinning services and technical stack.

i. Identification of processes, support, and system metrics.

j. Identification of modernization, stabilization, and/or transformation opportunities.

k. Roadmap for defining the appropriate resiliency/stabilization, implementing modernization, improvement opportunities, or mitigating issues, risks, and challenges.

2.

The Contractor shall work with State teams to evaluate baseline performance metrics against capacity for critical services, to determine the level at which service degradation would occur.

3.

The Contractor shall evaluate, recommend, and prioritize architectural changes to improve the resiliency and stability of network services and dependent interfaces.

4.

The Contractor shall evaluate and recommend improvements regarding the capabilities of external dependencies to support the stability of IT services.

5.

The Contractor shall identify immediate high-value tactical improvements that stabilize critical IT services

6.

The Contractor shall assess whether the appropriate skill and staffing level exists in the state to support the technology in use.
