JT: Sr. Contract Administrator Coordinates data acquisition, access, and management for Research, Policy, and Public Engagement (RPPE) department of the Federal Reserve Bank of Chicago (the Bank). Serves as a RPPE department expert in data acquisition, access, and management. Acts as liaison between RPPE researchers, Procurement Services, Legal Department, and vendors to facilitate all aspects of data lifecycle, resolving issues and questions as they arise. Advises researchers on the data acquisition process and assists in making procurement decisions that provide the best overall value to the Bank. Negotiates and communicates with vendors to reach agreements that meet researcher needs. Implements policies and procedures of Procurement Services. Creates and maintains records in vendor management system (Ariba), entering data to track entire procurement process and ensure timely payment. Works collaboratively with Procurement Services and Legal Department to ensure that all bid and contract documentation complies with established quality standards, guidelines, and requirements. Monitors contract timelines and manages renewal and amendment of data contracts as appropriate. Provides data access to researchers in compliance with terms of use; communicates with researchers regarding contractual rights and obligations, and contacts vendors to resolve issues and questions. Develops and maintains internal documentation supporting the data acquisition, access, and management processes. Acts as representative of the Bank on the Data Librarians Group of the Federal Reserve System; collaborates with librarians within the system to meet researcher needs for best overall value. May develop and present training materials to individuals and/or groups. May contribute to or lead special procurement projects. Generally assumes work that is more complex in terms of competitive environment, licensing requirements, potential dollar value of the contract, System overlap, etc. The level of work is considered advanced, and staff works under minimal supervision. This position has no direct reports. Performs other duties as assigned Qualifications Bachelor's degree in a business or quantitative discipline such as economics, finance, business analytics or related Master's degree such as Library/Information Science from an ALA (American Library Association) accredited graduate program 3-5 years of experience managing data acquisition and use, or experience with purchasing and procurement. Experience in the use of supplier management programs Able to apply critical thinking in order to process information Highly proficient use of computer software applications and a broad knowledge of computer databases Excellent interpersonal skills with ability to communicate at all levels Well organized with the ability to handle multiple projects This document indicates the general nature and level of work performed by employees within this position.
