Roles and responsibilities

The incumbent plays a pivotal role in overseeing major water sector construction projects, leveraging extensive technical expertise in construction engineering. This role involves supervising construction activities, managing staff, and ensuring project compliance with established standards.

Specific Responsibilities

  1. Construction Supervision

    • Oversee all construction supervision activities performed by design consultants.
    • Ensure adherence to project specifications and regulatory requirements.
  2. Onsite Representation

    • Act as the onsite representative for management, ensuring effective communication with stakeholders.
    • Monitor contractor activities to ensure compliance with contractual obligations.
  3. Coordination of Construction Activities

    • Facilitate coordination between contractors, operations, and tenants to minimize disruptions.
    • Ensure seamless integration of construction schedules with operational needs.
  4. Progress Payment Evaluation

    • Assess contractor progress to determine appropriate payment amounts.
    • Maintain transparency and fairness in the evaluation of contractor performance.
  5. Change Management

    • Process and negotiate changes to the scope of work as necessary.
    • Address claims and disputes related to construction activities effectively.
  6. Contract Documentation Control

    • Manage contract documentation, ensuring all submittals and correspondence are processed timely.
    • Maintain an organized system for tracking contract changes and correspondence.
  7. Progress Monitoring and Reporting

    • Monitor project progress and prepare regular reports for management review.
    • Identify potential delays and recommend corrective actions.
    • Staff Supervision

      • Supervise a team of Construction Coordinators, Quantity Surveyors, and Administrative Assistants.
      • Foster a collaborative work environment that encourages professional growth.
    • Problem Resolution Coordination

      • Act as a point of contact for resolving construction-related issues.
      • Collaborate with relevant parties to develop and implement solutions.
    • Procurement and Tender Evaluation

      • Participate in the evaluation of procurement processes and tender submissions.
      • Provide technical input to ensure selection of qualified contractors.

Desired candidate profile

Preferred Education/Experience

A bachelor or higher degree in engineering or construction management is required.

Fifteen years of construction and engineering experience directly related to general field administration on significant water infrastructure construction projects is required. Ten years of the experience must be in responsible construction administration assignments involving independent construction and general office engineering decisions on international infrastructure projects.

Additional Requirements

Evidence of good potential growth shown by satisfactory performance in past positions

Proficiency in applying advanced construction management techniques and the ability to plan, organize and supervise the construction administration work of one or more construction projects. Capable of adapting to demanding project conditions

Ability to adapt to new situations and to react objectively and expeditiously to critical and emergency construction operation engineering problems

Effective oral and written communication skills. Computer literate.
