We are seeking a seasoned Senior Procurement Officer with a strong background in procurement management vendor relations and process improvement. Key Responsibilities:
- Procurement Management: Lead and oversee procurement processes ensuring full compliance with company policies procedures and regulatory requirements. Monitor procurement activities to ensure they are efficient effective and aligned with business goals.
- Vendor Management: Develop and maintain a robust Vendor Management System. Prequalify and evaluate vendors and contractors based on our approved procurement manual. Build and nurture strong relationships with key suppliers to guarantee high service levels and optimal performance.
- Process Improvement: Continuously assess and enhance procurement processes to improve efficiency reduce turnaround times and streamline operations. Implement innovative solutions and best practices to drive continuous improvement.
- Negotiation and Cost Savings: Lead centralized negotiations with contractors to secure cost savings without compromising on quality. Utilize market trend analysis and cost data to negotiate favorable terms and conditions.
- Tender Management: Prepare comprehensive Requests for Proposal (RFPs) and Invitation to Bid (ITBs) documents tailored to our business needs. Guide the selection of tenderers lead evaluations and facilitate negotiations. Present final recommendations for approval by department heads.
- Compliance and Guidance: Provide expert advice to minimize procurement risks and achieve optimal value. Mentor and guide team members to ensure adherence to procurement policies procedures and the Delegation of Authority.
- Supplier Development: Identify and develop new supply sources. Collaborate with technical teams to assess and qualify potential suppliers ensuring they meet our business requirements and strategic goals.
- Contract Management: Oversee negotiate and manage procurement contracts to ensure all terms and conditions are fulfilled. Address and resolve any contractual disputes or issues with vendors to maintain positive relationships.
- Reporting: Prepare and present detailed reports on procurement activities including cost savings vendor performance and process improvements. Use procurement data to support strategic decisionmaking.
- Collaboration: Work closely with other departments to understand their procurement needs and ensure alignment with organizational objectives. Foster effective communication and collaboration across the organization.
Qualifications:
- Bachelors degree in Business Administration Supply Chain Management or a related field.
- Minimum of 7 years of proven experience in procurement and vendor management preferably in the GCC region.
- Strong negotiation skills with a demonstrated ability to secure cost savings.
- Indepth understanding of procurement processes compliance requirements and market trends.
- Excellent communication and interpersonal skills.
- Knowledge of Qatar import documentation requirements
- Proficiency in procurement software and Microsoft Office Suite MS Project Access and vision.
