Business Analyst

Rust Belt Resources is partnering with a public sector client on a Business Analyst II role. The ideal person will have experience in client serving business and requirements analysis and documentation. This is a 12 month contract role available as 1099/C2C. The role is based out of Albany, NY.

Candidate will be spearheading business analysis efforts in the rules extraction process, including:

- Verifying 100% coverage of mainframe COBOL codebase, complete translation of technical program elements into business english accessible by non-technical audiences, consumability of outputs by IES business partners and business analysts to inform theTo Besystem business rules, and identifying rules to carry forward into the To Be system and those that will be retired in collaboration with agency business partners working within the guiderails of the project scope.
- Candidate will also identify and document As Is andTo BeIES system requirements and design using the IES prescribed business analysis methodology, processes, toolkit and tools including but not limited to context diagrams, process flows, use cases, requirements traceability matrix, user interface specifications and mockups; and meet with relevant stakeholders, including agency and local district subject matter experts, users, and executive teams to elicit requirements; produce work products that reflect and ensure system planning, design, and delivery are in line with business needs.
- Conduct work product peer reviews and assist in internal review process; Understand and adhere to project timelines and priorities; Work with blended teams of State and vendor resources.

- Conduct requirements analysis of the state systems and document requirements to assist in implementation of IES. Initial focus will include participating in rules extraction efforts of existing state systems and executing quality control tasks.

Requirements

Required:

- 4-7+years of experience as a Business Analyst

- 4+years of client focused business and requirements analysis experience and documentation including:
- Conducting and leading requirements gathering sessions;

- Analyzing requirements gathered;

- Identifying, documenting, and validating system requirements for continuous integration and deployment;

- Preparing proposals for best fit technology based on requirements elicited.

- 4+ yearsof experience working on enterprise level software development projects with an active role in working with Customers, Project managers, Technical team, and other Business Analysts.

Preferred:

-4+ years of experience identifying, documenting and validating system requirements on a mainframe modernization project covering multiple complex functional domains.

- 4+years of experience on projects analyzing, extracting, transforming, and documenting legacy systems functionality, system logic, and business rules.

- 4+years of experience working on projects upgrading mainframe-based system architectures and software platforms to contemporary, n-tier platform and relational back-end development standards.

- 4+years of creating requirements documentation such as: Use cases, Screen prototypes, Functional Specifications, and adhering to pre-established templates while utilizing a requirements management platform and/or tool similar to Blueprint.

- 4+ years of experience conducting business process analysis and optimization in a technology environment, while documenting the current state and proposing the future state.

Benefits

$70+/Hr.
