Using central spend analysis data and local knowledge, manage and forecast spend to deliver tangible financial savings and efficiencies through value-add procurement activities
In partnership with business units create Strategic Sourcing Plans (SSPs) relevant to specific business units. Develop and implement an SSP with Regional Head of Procurement and business leads on spend categories to tender and identify tendering opportunities. Perform market analysis ensuring alignment to global category plans
Understand the needs of each business unit/project and ensure procurement activities address them, partnering where possible with other regions
Lead all tendering activities to deliver against the strategic sourcing plan within agreed timelines
Develop, monitor and review procurement key performance indicators and service performance indicators, ensuring that corporate procurement policy is implemented in the respective business units
• Develop an understanding of the British Council’s strategic direction and ensure alignment with global category managers so that regional supplier services are aligned with global plans
Develop an in-depth knowledge of UK public sector procurement regulations to ensure compliance. Act as a source of knowledge and advice to colleagues in the general area of contracting with suppliers of goods and services and procurement tools and techniques
Lead the implementation and future use of e-procurement technology to increase operational efficiency, delivering the implementation of agreed payment method
