Job Description

Reporting to the Head of Ambulance Operations Operational Effectiveness the Operational Effectiveness Manager (OEM) Performance Improvement is responsible for the daily oversight of contracts and Memorandums of Understanding (MoU) management within Ambulance Operations. This includes active management of the  emergency ambulance contract on behalf of Hato Hone St John along with its associated schedules and the Letter of Expectation.  

This role contributes to ensuring that Ambulance Operations contracts and memorandums of understanding (MoUs) are accurately reported against for review at the appropriate ambulance committees.

Key responsibilities include: 

  • Monitor operational performance identify trends and make recommendations to ensure contractual performance targets are met.  
  • Support Ambulance Operations teams with insights into the performance of their business unit to contract or initiative expectations coordinate any mitigation plans to return any deficit performance to compliance.  
  • Establish and maintain details of KPI and other reporting requirements and timelines specific to each contract.  
  • Act as a key contact for Ambulance Team championing relationship management and ensuring appropriate escalation where needed.  
  • Support the Ambulance Operations Senior Leadership Team (SLT) with preparations for negotiations / contract renewal and MoU annual reviews for: Health NZ Te Whatu Ora and Accident Compensation Corporation (ACC) contracts.  
  • Oversee and coordinate the timely completion of accurate reporting and analysis requirements (internal and external) provided by the Business Intelligence (BI) Team for all contracts and MoUs to support the effective monitoring and risk identification/management and to ensure we meet our obligations.  

Qualifications :

  • Relevant qualification in Business/Health related field is desirable. 
  • Proven experience in data analysis identifying trends and presenting insights/reports to support and influence decision making.  
  • Experience and understanding of meeting the reporting and reviewing / renewal requirements of contracts and MoUs.  
  • Demonstrated background of developing and maintaining effective process management systems and an understanding of contracting and MOUs.  
  • Proven experience in influencing and advocating through compelling written and oral communication with the ability to craft concise insightful reports that inform and engage multiple stakeholders. 
  • Demonstrated expertise in data analysis leveraging advanced Excel functions alongside BI tools including Power BI to extract insights visualise trends and generate comprehensive reports for strategic decisionmaking.
