Job Description

Under the direction of the Vice President of Pharmacy this individual is the strategic executive responsible for directing and overseeing UMMS pharmacy business and financial management services and programs including pharmacy operations at the UMMS logistics center. This role encompasses a wide range of domains and business lines within the pharmacy division requiring strong leadership and business acumen.  This individual collaborates with local and systemlevel pharmacy and executive leaders to shape the organizations pharmacy business strategy. The scope of oversight includes managing pharmacy budgets; fostering business growth and drug cost savings efforts; directing pharmacy supply chain and 340B programs; overseeing centralized pharmacy logistics and distribution directing pharmacy business/data analytics services and technology; and directing pharmacy project coordination across these and possibly other areas.  In compliance with all applicable laws regulations guidelines and standards governing the practice of pharmacy this individual will provide visionary leadership and ensure optimal performance and efficiency across pharmacy business operations. This includes managing external business relationships to maximize value for UMMS.

Management and Oversight

  • Direct and optimize financial and operational metrics and systems to enhance the financial performance of system pharmacy.
  • Oversee pharmacy supply chain and 340B program performance including inventory management medication procurement and data analytics.
  • Oversee operations and centralized pharmacy logistics center.
  • Ensure contract compliance and conduct data analytics to support contract management for pharmacy business lines.
  • Coordinate and lead projects and initiatives that span multiple pharmacy business lines ensuring successful implementation.
  • Assist the Vice President of Pharmacy in planning monitoring and managing pharmacy budgets performing financial analysis to ensure adherence to budget targets.
  • Lead supervise and develop key pharmacy leaders and assigned staff fostering a highperformance culture.
  • Drive recruitment and hiring of pharmacy personnel to build a talented and diverse workforce.
  • Develop and implement policies procedures and best practices to ensure efficient and effective pharmacy business operations.
  • Drive continuous improvement and innovation in pharmacy processes and systems seeking opportunities for enhanced performance and productivity.
  • Execute organizational priorities to drive value across all areas of pharmacy operations.
  • Provide transformational leadership for direct reports to assure effective integration and standardization.  This includes hiring developing and retaining high performing team members and a structure that propels success.
  • Execute on organizational priorities to drive value across all areas of pharmacy.

 

Business Development and Growth

  • Identify and lead new pharmacy business opportunities evaluating and operationalizing them as appropriate.
  • Foster a culture of innovation to achieve results across the pharmacy enterprise.
  • Collaborate with key stakeholders on system planning business growth & development aligning pharmacy initiatives with the organizations operating plan.
  • Work closely with the system and locallevel pharmacy leadership teams and executives to lead implementation of contemporary pharmacy business operations and clinical models of care to ensuring excellence in quality safety service compliance and financial performance.
     

Budgeting and Financial Management

  • Establish and effectively manage pharmacy operating and capital budgets including setting annual financial and productivity targets. 
  • Monitor and analyze financial data to drive informed decision making.
  • Monitor budgets for compliance investigating and explaining variances.
  • Provide financial oversight and accountability identifying and leading initiatives to grow revenue and lower cost.
  • Manage routine preparation and monitoring of pharmacy workload and productivity reports.
  • Ensure accurate and timely invoice processing between pharmacy and accounts payable.
  • Establish and manage key financial targets and performance metrics in all UMMS pharmacy service lines.
  • Serve as a liaison to the finance department on pharmacy budget and finance matters.
     

Pharmacy Supply Chain and 340B Program

  • Oversee systemwide medication purchasing distribution recall and contracting activities.
  • Manage business and vendor relationships and contracts with external entities such as medication wholesalers distributors group purchasing organizations manufacturers technology vendors and other pharmacyrelated business entities.
  • Lead contracting efforts related to drug cost medication distribution pharmacy technology and automation.
  • Ensure integrity of pharmacy inventory control systems across all sites of care.
  • Oversee 340B program compliance optimization efforts and mitigation strategies to maximize savings for the system and patients.
  • Oversee drug procurement packaging distribution and delivery programs at the centralized logistics center.
  • Assure a high level of business intelligence and standardization within all aspects of pharmacy operations across the system including medication distribution technology and automation support.

 

Drug Shortage Systems

  • Maintain systems to monitor local and national drug shortages and implements tactics to maintain supplies including monitoring of critically short items and the emergency medication supply.
  • Collaborate with pharmacy and medical staff to effectively mitigate drug shortage challenges.
  • Leverage technology and predictive ordering processes to help prevent medication shortages.

 

Miscellaneous

  • Participate as a key member of the system pharmacy leadership team.
  • Participate in pharmacy strategic plan development and of assigned goals.
  • Collaborate with leaders in Pharmacy and Human Resources to assure high value is derived for UMMS its employees and beneficiaries through effective oversight and management of the employee health plan drug benefit.
  • Collaborate with IT team to assure optimize oversight of medication management functionality within the Epic electronic health record including Epic Willow.
  • Responsible for compliance with regulatory and accrediting agencies.
  • Precepts learners including students and residents.    
  • Perform all other duties as assigned.

Qualifications :

  • Baccalaureate degree of PharmD. Degree from an accredited school of pharmacy required.
  • Eligible for licensure to practice pharmacy in the state of Maryland required.

Education & Experience Preferred

  • Masters degree in pharmacy administration healthcare administration or business preferred.

Knowledge Skills & Abilities

Qualifications /Training:

  • Minimum of five years of health system related experience in a large health system as a pharmacy business manager required.
  • Completion of an accredited PGY1 and PGY2 health system pharmacy administration and leadership residency training program preferred.
  • Excellent communication skills both verbal and written with strong business acumen and organizational abilities.
  • Demonstrated strategic and business acumen pertaining to pharmacy practice including financial management experience with large budgets.
  • Entrepreneurial mindset with a forwardthinking approach and clarity of vision for systemwide success.
  • Ability to optimize resources and drive efficiency.
  • Holds self and others accountable.
  • Passion for business of pharmacy and for advancing pharmacy patient care services.
