Job Description

Hours: Full Time 35 Hours

New York City employees serving permanently in a comparable civil service title are invited to apply.The NYC Department of Design and Construction (DDC) Finance and Procurement unit seeks a Director of Financial Planning and Reporting to lead the agencys financial data analysis and reporting functions. The selected candidate will be responsible for overseeing financial planning reporting and strategic decisionmaking to enhance efficiency transparency and fiscal alignment across the agency.

Key Responsibilities:
Provide strategic leadership in financial planning and reporting ensuring alignment with agency priorities and longterm fiscal goals.
Direct and oversee a team of financial analysts providing mentorship training and performance management to strengthen analytical capabilities and reporting accuracy.
Drive process improvements by leveraging advanced tools such as PowerBI SQL databases and SharePoint to enhance reporting efficiency and data visualization.
Develop highlevel financial reports by integrating data from the Citys Financial Management System (FMS/2 and FMS/3) and internal sources to support procurement tracking and longterm financial planning.
Collaborate with executive leadership budget staff and division directors to align fiscal year budgets with projected commitments and strategic initiatives.
Manage and oversee the budgetary and financial oversight of Managing Agency Switch (MAS) requests ensuring seamless transitions of projects from sponsor agencies.
Conduct financial trend analysis and forecasting to support datadriven decisionmaking and endofyear commitment projections.
Lead the development of communication strategies including workflows and presentations to effectively convey financial insights internal processes and new initiatives to key stakeholders.
Consolidate and present budget and procurement data to align costs and schedules with the Mayors triannual planning exercise.
Ensure the accurate and timely cataloging and submission of Certificate to Proceed (CP) reports to senior leadership.
Oversee adhoc financial reporting ensuring flexibility and responsiveness to evolving agency needs.

ADMINISTRATIVE STAFF ANALYST 10026


Qualifications :

1. A masters degree from an accredited college in economics finance accounting business or public administration public health human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school and two years of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; or in management or methods analysis operations research organizational research or program evaluation; or in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management. Eighteen (18) months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.

2. A baccalaureate degree from an accredited college and four years of satisfactory fulltime professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.

3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory fulltime professional experience as described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.

4. A fouryear high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and eight years of satisfactory fulltime professional experience as described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.

5. A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma and at least two years of experience as described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
