NYCHAs Asset & Capital Management (A&CM) Division leads the Authoritys capital sustainability and resiliency programs that comprise a $6 billion capital projects portfolio one of the largest in NY State as well as range of activities related to property modernization and strategic asset management. A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning comprehensive design standards innovative financing and project delivery models strong partnership with NYCHA residents and other stakeholders and effective program and project management of capital investments. The Division also positions NYCHAs housing portfolio for the future by piloting and scalingup sustainable and resilient technologies and practices improving residents quality of life while enhancing building performance. The work culture of the Division is strongly customer service oriented collaborative and deliveryfocused.
Reporting to the Senior Director of Architecture & Engineering Services with extremely wide latitude for independent judgment and discretion the Director provides management and oversight of Architectural Studios Integrated Team and Expediting and Violations Unit.
Overall responsibilities include ensuring ontime and quality delivery of architectural and landscape designs; monitoring progress and project management of design projects; development and regular review of standards and specifications overseeing regulatory agency submissions and adherence to current requirements; and oversight development and strategic direction of performance of staff / consultants.
Duties and responsibilities include but are not limited to the following:
1. Manage a professional team of up to 25 technical and administrative staff assigned to the Architectural Studios Integrated Studio and the Expediting & Violations Unit.
2. Oversee the distribution of work assignments monitor progress of projects in design address emergency conditions oversee preparation of field condition reports and provide construction
administration support.
3. Utilize subject matter expertise to provide direction on key architectural design elements budget and schedule decisions.
4. Direct the use of Architectural and Engineering Consultant Contracts and ensure adequate capacity for A&CMs portfolio of projects including managing inhouse staff workload deciding when
to use A/E consultants and managing solicitation process of A/E consultants for individual projects.
5. Oversee management of inhouse and consultant design projects focusing on design excellence document submission quality budget schedule and code compliance and establishing
priorities.
6. Ensure that stakeholder engagement is undertaken responsively to stakeholders needs and that stakeholder feedback is incorporated appropriately into design projects.
7. Oversee special projects including but not limited to NYCHA s portfolio of partnership projects including Connected Communities program an initiative to better connect NYCHA residents to
their communities by increasing quality green spaces improving pedestrian pathways and creating neighborhoods that have safe spaces to congregate and foster stronger social relationships.
8. Recommend and monitor Key Performance Indicators (KPIs) and measures for desired outcomes
9. Recommend metrics for determining the distribution of work.
10. Develop and approve performance standards ratings and evaluations for consultants and staff for professional development.
11. Review and approve design plans and reports prepared by staff.
12. Develop and incorporate findings and lessons learned following project completion into standard processes and development of postoccupancy evaluation.
13. Sign and seal official documents.
14. Consult and coordinate with A&CM Departments and other NYCHA Divisions including Sustainability Resiliency & Recovery Comprehensive Modernization Capital Planning Operations and
Real Estate Design and Development to determine workload scope design budget schedules and construction administration for coordinated projects.
15. Oversee architectural design support to Property Management Departments.
16. Participate and provide support in the annual capital planning process.

Qualifications :
A valid New York State professional engineers license or a valid New York State registration as an architect is required. In addition candidate must have:
1.A baccalaureate degree in civil engineering or architecture issued after completion of a fouryear course in an accredited college or university and twelve (12) years of satisfactory fulltime paid
practical experience in engineering or architectural work including eight (8) years in a supervisory and/or administrative capacity in an organization with a largescale construction program; or
2.A satisfactory equivalent.
