Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY OF $84981.

The Administration for Childrens Services (ACS) protects and promotes the safety and wellbeing of children and families through child welfare and juvenile justice services and community supports. ACS manages communitybased supports and foster care services and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice ACS oversees detention placement and programs for youth in the community.

The Administration for Childrens Services (ACS) Office of Child and Family Health (OCFH) delivers direct medical services to children entering foster care and ensures that the health care provided is comprehensive and appropriate. OCFH also offers individualized case consultations and training to ACS staff and foster care agencies on a variety of healthrelated topics and provides clinical expertise in developing medical and mental health policies that support best case practice agencywide.

The Health Policy and Planning Unit within the Office of Child and Family Health is responsible for health policy and program development within the agency across all divisions. The Unit ensures that current policies at ACS support best practice in healthcare and reflect current standards in the U.S. health system. The Unit also develops manages and helps evaluate healthrelated internal and grantfunded special programs to ensure highquality and timely delivery of services to youth in the care of ACS.

Under the supervision of the Director of Health Policy and Planning (DHPP) and the direction of the Chief Medical Officer (CMO) the Assistant Director of Health and Policy Planning will:

Provide support to the DHPP for all ACS medical and mental health policy related work
Review and update current ACS medical and mental health policies
Conduct and report findings from literature reviews for projects related to child and adolescent health
Update health assessment tools tip sheets and forms
Review and update ACS medical and mental health policy and procedure manuals
Participate in agencywide meetings committees and workgroups to ensure that health care issues are incorporated into internal program design and policy development
Support health policy and program development initiatives
Assist with the supervision and oversight of OCFH health policy interns and consultants as applicable
Provide project management functions for all OCFH new initiatives up to the point of implementation by the specific work unit or entity
Develop logic models for all assigned projects which will include the following elements:
Scope which defines the boundaries of the project and what is outside those boundaries: objectives deliverables and resources.
Timeline including deadlines goalposts benchmarks and milestones.
Cost including budget development exploration of funding sources buildingin efficiencies.
Quality management including testruns and PDSA (Plan Do Study Act) cycles as needed
Assist the CMO DHPP the Chief Operating Officer and OCFH work unit directors involved in the specific projects with handling projectrelated schedules using tools such as calendars
and Gantt charts.
Assess and review policies/protocols for the purpose of formulating and developing concepts for initiatives for the CMO DHPP the Chief Operating Officer and OCFH work unit
directors to address agencywide gaps in health and mental health service delivery.
Provide project management functions for all OCFH special initiatives
In addition to the functions above provide ongoing project management at any and/or all project phases including at and during implementation for any programs assigned by the
DHPP or COO.
Assist with supervision of project consultants as assigned by the DHPP or COO
Provide periodic reports and updates to the CMO about the above.
Serve as liaison between OCFH and the Office of PublicPrivate Partnerships (OPPP)
Lead and direct all collaborations and communications with OPP leadership including but
not limited to:
Requests for foundation and other externally resourced funding for new and ongoing projects.
Exploration of potential funding sources for planned and ongoing OCFH activities.
Lead or collaborate on completion of project proposals letters of intent and other
documents for submission to OPPP as they relate to external funding requests.
Attend all relevant OPPP meetings

Qualifications :

1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of fulltime experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible fulltime research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Appointments to this position are subject to a minimum probationary period of one year.
