Job Description

APPLICANTS MUST BE PERMANENT IN THE ADMINISTRATIVE DIRECTOR OF SOCIAL SERVICES CIVIL SERVICE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE.

Adult Protective Services (APS) is mandated by the State of New York to provide social legal and protective services to individuals 18 years of age and older who because of mental and/or physical impairments are unable to do the following: (I) meet their essential needs for food shelter clothing or medical care; (2) secure benefits and entitlements; (3) protect themselves from physical or mental injury neglect maltreatment or financial exploitation. Furthermore they are in need of protection from actual or threatened harm neglect or hazardous situations and they have no one available who is willing and able to assist them responsibly.

APS establishes appropriate safeguards to protect a given individuals resources safety or health and stabilizes the situation. APS ensures that medical and psychiatric services eviction prevention financial management home care legal services and as last resort guardianship services are provided. Case managers and their supervisors provide the case management to assess client risks and establish services to address them.

APS is recruiting for one (1) Administrative Director of Social Services NM I to function as Director of Special Projects: who will:

Under direction of the APS Deputy Commissioner the Director of Special Projects with great latitude for the exercise of independent judgment assists in managing a number of initiatives focused on improving and evaluating services for APS clients. This position will play an essential role in developing and administering community and governmentbased initiatives involving the study evaluation and improvement of services for the APS clients. With general direction from the Deputy Commissioner the Director will direct staff in the application of administrative policies and procedures of new APS projects/initiatives and assist with monitoring critical projects establishing reporting protocols and keeping the DC informed of implementation challenges.

Plan direct and administer the implementation of critical projects including city and state pilot initiatives including OCFS communitybased initiative to track financial abuse cases Coordinates project implementation with offices in all five boroughs support units within the APS central office Office of Legal Affairs New York State Office of Children and Family Services (OCFS) and with other APS partner agencies. The initiative entitled The Financial Exploitation Reduction Initiative is being funded by the Department of Health and Human Services Administration for Community Living. The Director will support the development and implementation of new tools to enable APS and its partners to collect organize and review financial documents while investigating cases of financial exploitation in elder abuse cases. Administers the procedures and protocols for submitting evaluating and implementing proposals developed to improve services or meet unaddressed needs of APS clients. Advises the Deputy Commissioner on submitted proposals feasibility benefits viability and budget scope; provides detailed analysis in order to give the Deputy Commissioner an objective overview of proposals pros and cons.

Act as liaison with senior management of the NYS OCFS to follow up on recommendations on its case file reviews; communicate with regional directors of operations to review implementation of corrective action plans to enhance quality assurance. Works with HRAs Audit and Quality Assurance Unit on preparing exit and entrance conferences for vendor case file reviews to ensure compliance with contractual requirements.

Collaborate with APS contracts unit to develop requests for proposals and scope of services for new initiatives and programs; communicate with community government or academic entities to develop new programs or interventions with the longterm goal of improving services for APS clients (10%)

Act as liaison with community guardian providers protective service vendors and APS borough offices in order to monitor project implementation and assist with developing systems to capture reporting requirements; provide assistance by evaluating performance data and indicators; advises the DC of program outcomes. (5%)

Supervise an administrative assistant who provides clerical and administrative support for the various units within the APS central office (5%)

Qualifications :

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience including one year at the administrative or managerial level in a large governmental agency business firm civic or community organization operating in the area of social services; or

2. Education and/or experience equivalent to 1 above. However all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in 1 above.
