This Position is Contingent Upon Award of the Contract.
Under the direction of the National Program Director and in collaboration with the Office of the Chief Medical Officer (OCMO) of U.S. Customs and Border Protection (CBP) the National Human Resources Manager develops implement and evaluate the human resource management policies and procedures of the medical services contract in accordance with the polices and protocols listed in the Statement of Work (SOW) and Department of Homeland Security (DHS) directives for the delivery of healthcare services to persons in custody.
The National Human Resource Manager is directly responsible for the administrative human resources functions that impact medical services and collaborates with the management team in overall planning and execution of program directives. The National Human Resources Manager is a fulltime position which requires extensive knowledge of Human Resources administration human resources labor relations collective bargaining civil service laws training & development. diversity & inclusion benefits compensation rules procedures and principles/techniques for medical providers and medical support staff to operate in U.S. Customs and Border Protection (CBP) secured facilities. These secured federal facilities are staffed and monitored by CBP personnel and/or contracted security staff 24 hours a day 7 days a week to assure a safe working environment to include the colocated medical unit.
MISSION
CBPs Office of the Chief Medical Officer (OCMO) employs a trauma informed care model to provide frontline medical care for persons in CBP custody in accordance with Enhanced Medical Support Efforts CBP Directive (2210004). This model provides a team of medical professionals comprised of physicians advanced practice providers (e.g. physicians assistants nurse practitioners) and support staff (e.g. Licensed Practical/Vocational Nurses Paramedics EMTs Certified Medical/Nursing Assistants). These contracted medical teams provide basic assessment and medical treatment for persons in CBP custody to include emergency care as needed.
Duties and Responsibilities
- Directs and manages human resources functions not limited to and including recruitment and selection compensation and classification employee relations employee benefits safety performance evaluations records maintenance workers compensation leaves of absence and special assignments.
- Establishes and implements policies and procedures to ensure the Governments medical support needs are fully met in accordance with the Statement of Work (SOW).
- Ensures compliance with the Fair Labor Standards Act Americans with Disabilities Act Family Medical Leave Act Veterans Preference and other applicable federal and state laws.
- Performs investigations into internal complaints regarding harassment and/or discrimination.
- Monitors all personnel actions; reviews accepts and maintains documentation of performance evaluations.
- Manages the organizations training programs for its employees as required and in accordance with the SOW in order to fulfil all contract requirements with the Government.
- If required serves on the contract organizations team for collective bargaining and administers collective bargaining agreements.
- Coordinates with the contract organizations National Security and Background Investigations Manager to ensure selected medical staff are hired if they pass the preemployment background investigation and the DHS/CBPs Tier IV Background Investigation.
- Attends general staff meetings and participates with medical quality management initiatives and reviews as applicable.
- Completes all annual training as directed.
- May be required to travel.
- Limited telework may be considered for certain oversight positions.
- May be required to travel to CBP headquarters for meetings or as needed.
- May be required to serve at various medical units within sector/region as requested by CBP or OCMO
- Will effectively create spreadsheets diagrams presentations and other forms of training or reporting
- Creates other ad hoc reports and summaries as needed or requested by CBP COR or OCMO.
- Works with OCMO to review and clarify any reporting requirements address any auditing concerns or findings as needed.

Qualifications :
BASIC REQUIREMENTS
Education/Training
- Completion of graduate major program course work in Human Resources management labor relations or human resources
- A minimum of 8 years of experience in human resources administration including collective bargaining recruitment employee development labor relations compensation and benefits and performance management with demonstration of increasing level of responsibility.
- Senior Professional in Human Resources (SPHR) or similar HR Certification highly preferred.
- Masters degree preferred.
Knowledge Skills and Abilities/Competencies
- Knowledge of employment policies procedures and regulatory standards governing human resources administration.
- Knowledge of unemployment compensation insurance programs and employee benefits.
- Ability to utilize a variety of word processing presentation and spreadsheet software.
- Ability to maintain accurate employee records and generate periodic reports.
- Ability to organize and prioritize workloads.
- Competency in relationship building coaching and problem solving.
- Ability to identify strengths and deficiencies in established policies and procedures research alternatives and develop recommendations for improving administration or operations.
- Ability to work independently under limited supervision on moderately complex and analytical human resource management issues.
- Ability to maintain professional discretion in processing matters of a sensitive or confidential nature from both a legal and professionally ethical perspective.
Supervisory Controls
- Works under the administrative direction of the National Program Director or in their absence the National Program Deputy Director.
- In this position the employee will serve as a contractor to the federal government and does not have any federal authority or rights.
Physical Demands
- Able to walk stand bend or sit for extended periods.
- Able to reach to retrieve documents or supplies.
- Able to carry materials and/or file boxes up to 30 pounds on an infrequent basis or assist patients into/out of a wheelchair.
- Must be capable of standing on hard surfaces (cement floors) for long periods of time.
- Must perform the duties in a stressful and often austere environment without physical limitation.
Other Special Qualifications
- US Citizen or Permanent Resident Card is required.
- Ability to obtain and maintain the U.S. Government security clearance. Applicants with current clearances are preferred.
- Must be able to read write and speak English to effectively communicate.
- Proficiency in both English and Spanish is preferred.
Additional Information :
Pay range is based on several factors and may vary in addition to a full range of medical financial and/or other benefits. Final salary and offer will be determined by the applicants background experience skills internal equity and alignment with geographical market data.
Compensation Min: 85K Max: 164K
