HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness Mayor Adams comprehensive housing framework. To support this important work the administration has committed $5 billion in new capital funding bringing the 10year planned investment in housing to $22 billion the largest in the citys history. This investment coupled with a commitment to reduce administrative and regulatory barriers is a multipronged strategy to tackle New York Citys complex housing crisis by addressing homelessness and housing instability promoting economic stability and mobility increasing homeownership opportunities improving health and safety and increasing opportunities for equitable growth.
Your Team:
Within HPDs Office of Legal Affairs (OLAs) the Contracts and Real Estate Division (CRED) handles among other things all of HPDs legal work related to real estate development landuse planning and asset management. The divisions primary responsibility is to provide legal services to the Agencys affordable housing development programs including by advising on real estate financings sales and leases of Cityowned property and affordable housing regulatory agreements and by closing the Agencys real estate transactions. The division is also responsible for advising on planning predevelopment and asset management matters and affordable housing development policy and program design and implementation.

You will be part of a team of talented attorneys who support staff who provide critical legal services to the agency as it executes the Citys ambitious affordable housing plan.
Your Role:
Your role will be to provide legal services to the agencys asset management team and programs and associated offices on related matters.
Your Responsibilities:
Support the agencys asset management team and programs by providing legal services to the agencys asset management team and programs.
Prepare and review complex legal documents related to real estate transactions and governmental approvals.
Analyze federal state and local statutes and regulations.
Handle other complex legal issues pertaining to the regulatory compliance and the physical and financial health of HPDsubsidized buildings.
Negotiate difficult and complex issues transactions and documents.
Work collaboratively with agency colleagues and partners
Qualifications :
1. Admission to the New York State Bar; and either 2 or 3 below.
2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or
3. Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar in the areas of law related to the assignment.
