This position will be within the Health Departments innovative Center for Population Health Data Science (CPHDS). The CPHDS is working to strengthen citywide population health surveillance by better linking public health healthcare and social service data to fully characterize and improve the health of New Yorkers. Our vision is for these data to be accessible timely equitable meaningfully usable and protected and being actively to protect and promote health and wellbeing of New Yorkers. The Bureau of Data Technology and Strategy (BDTS) is dedicated to the development of the new data ecosystem and infrastructure. BDTS will house the CPHDS governance partnerships product management data engineering and data visualization work.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Oversee staff their outreach collaborative assessment and development of data policies covering the data lifecycle of DOHMH data sources both on prem and as they are incorporated into the Center for Population Health Data Science central cloudbased data platform.
Assess existing agency and data sourcespecific data policies; identify and prioritize data policy development necessary for maintaining a central agency Data Governance framework that align with the agencys developing central data platform and roadmap e.g. data quality; metadata management policy etc.
Introduce and develop data governance policies that facilitate standardization across agencys data assets.
Review policies to ensure a positive effect on business outcomes e.g. workflows data analytics etc.
Develop and revise policies to establish accountability by mapping roles and responsibilities for the various data governance functions (e.g. data collection data quality classification masking and tagging matching risk mitigation product development nomenclature security access controls disclosures data use agreements etc.) for agency data stewardship and decision makers/aka data owners within the organization.
Ensure that new policies connect to business outcomes.
Engage data steward participation and ownership in development of data source specific policies and standard operating procedures ensuring compliance with governance policies.
Oversee data stewardship and administration of New York State Department of Health (NYSDOH) Medicaid and hospital discharge data and NYSStatewide Health Information NetworkNew York (SHINNY) electronic health record data received and used by DOHMH under legal Data Use Agreements.
Liaison directly with NYS department of health and SHINNY respective qualified entities facilitating timely data deliverables respective data use authorizations.
Supervise SPARCS Medicaid and electronic health record stewards and Vital Data coordinator administrating authorizations commissioning and decommissioning access managing data retention and destruction.
Support the integration of data sharing procedures into DOHMH data sharing policies while maintaining compliance with data stewards DUAs.
Oversee the timely updates to overriding legal agreements with NYSDOH RHIOs and the SHINNY as needed.
Facilitate development and monitoring of central agency Data Use Agreements and support consultation with agency members following the data use agreement standard operating procedures.
Supervise policy analyst supporting items above and conducting periodic reviews of Federal State and local policy and regulations or DUAs that potentially effect DOHMH data sharing its interoperability privacy and related technologies.
Utilize key stakeholder groups for reviewing and implementing data governance policy by type e.g. risk and compliance team for data privacy policy; IT stakeholders for data security policy; data producers and users for access quality and usage policies; and data stewards as consultants/advisors because of their extensive business knowledge.
Support the Data Governance implementation manager data catalog specialist and data monitoring analyst ensuring that policies align with practice (e.g. development of Key Performance Indicators (KPIs) such as measures of regulatory compliance; proper purpose data use; application of standards; development of required data products; data quality management; data risk management and disclosure practices that monitor data steward/source policy adoption across data sources ensuring a collaborative and datadriven environment.
Develop knowledge and expertise on agency data sources and their governance liaise with division stewards and decision makers.
Support Senior Director and colleagues through information management and preparation of presentations and communications that facilitates policy assessment development and implementation and supports the central coordination of the data governance framework.
Conduct other duties as assigned.
PREFERRED SKILLS:
A Masters or Doctorate level degree in library science computer science information systems and data management data governance policy and/or data privacy and protection law any or all with public health background preferable.
3 years of experience working in (preferably health) data management data privacy and information security.
Excellent writing and communication skills
Personable proactive and selfmotivated with proven ability to work collaboratively across multiple levels of organization in a virtual or facetoface environment.
Strong analytical and problemsolving abilities; able to meet time sensitive requests.
High degree of selfawareness humility and diplomacy
Prioritization and time management skills.

Qualifications :
1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of fulltime experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible fulltime research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.
