Job Posting: Business Analyst Health Care Retention and Recruitment Office (HCRRO)

Organization: Shared Health Manitoba
Location: Remote (Services must be performed within Canada)

About Shared Health & HCRRO

Shared Health leads the planning and coordinates the integration of patientcentered clinical and preventive health services across Manitoba. The organization delivers provincewide health services and supports centralized administrative and business functions for Manitoba health organizations.

The Health Care Retention and Recruitment Office (HCRRO) operates under Manitoba Health Seniors and LongTerm Care focusing on the recruitment and retention of healthcare professionals including physicians nurses paramedics healthcare aides and allied health professionals. Collaborating with Service Delivery Organizations (SDOs) and government entities HCRRO aims to enhance healthcare workforce capacity by removing recruitment barriers streamlining processes and implementing modern retention strategies.

Position Overview

As a Business Analyst you will play a crucial role in supporting the development and implementation of strategic initiatives that address healthcare workforce challenges in Manitoba. You will analyze healthcare service delivery collaborate with key stakeholders and develop models to enhance recruitment and retention efforts. Your work will directly contribute to increasing health system resources by engaging individuals currently outside the healthcare sector and improving licensing pathways for professionals entering the field.

Key Responsibilities

  • Conduct business analysis including developing models for operational service delivery and synthesizing findings for key stakeholders.
  • Consolidate stakeholder input with data analysis to support leadership decisionmaking.
  • Perform gap analyses and develop transition plans for future state models.
  • Implement projects within a healthcare environment analyzing service delivery models and engaging clinical stakeholders.
  • Facilitate organizational capability redesign initiatives to enhance system efficiency and effectiveness.
  • Lead teams of analysts and consultants coordinating project planning and analysis activities.
  • Participate in provinciallevel healthcare transformation initiatives focused on service improvements and consolidation.
  • Support health human resource planning and initiatives aimed at improving recruitment and retention.

Required Qualifications & Experience

Education & Certification (Mandatory):

  • Bachelors degree in Computer Science (Proof required)
  • Scrum Master Certification (Proof required)
  • Microsoft Certified Power BI Data Analyst Certification (Proof required)

Experience (Mandatory):

  • Minimum 5 years experience in business analysis including model development and stakeholder engagement.
  • Minimum 5 years experience in healthcare service delivery analysis and collaboration with clinical stakeholders.
  • Minimum 5 years experience leading organizational capability redesign activities to improve system efficiency.
  • Minimum 5 years experience as a team lead or project manager overseeing analysis activities.
  • Minimum 2 years experience in provincial or statelevel healthcare service transformation.
  • Minimum 5 years experience in healthcare change management and transformation.
  • Minimum 1 year of experience in health human resource planning recruitment and retention initiatives.
