The NYC Department of Consumer and Worker Protection (DCWP) protects and enhances the daily economic lives of New Yorkers to create thriving communities. DCWP licenses more than 45000 businesses in more than 40 industries and enforces key consumer protection licensing and workplace laws that apply to countless more. Within DCWP the Office of Financial Empowerment (OFE) focuses on initiatives that support New Yorkers and communities with low incomes in building wealth and improving their financial health. OFE is the first local government initiative in the country with the mission to educate empower and protect New Yorkers and neighborhoods with low incomes so they can build assets and make the most of their financial resources. OFE uses data and research policy partnerships and convenings to advance its mission. Using this model OFE is able to develop offer and advocate for innovative programs and products for all New Yorkers.
OFE Policy and Research supports and promotes innovative programs and identifies opportunities to shape policies that impact the financial health of New Yorkers. OFE Policy and Research also engages in unique independent research and analysis to build understanding of New Yorkers financial health and inform OFEs programmatic decisions. As announced in this years State of the City the City is unrolling out a new initiative to bring financial empowerment supports to youth in NYC.
OFE is currently seeking a highly organized and driven Research Analyst to join OFEs Policy and Research team to support key research initiatives related to OFEs mission. The Research Analyst will assist the Senior Research Analyst and Research Team with data reporting quantitative analysis and research activities with a specific focus on youth financial and consumer education as well as Neighborhood Financial Health. The Research Analyst will work with other programs team to help support data and evaluation reports as well as periodic reporting mandated by local law or executive orders. The Research Analyst should be deeply committed to financial inclusion and have strong analytic research organizational writing and communication skills to support the implementation and communication of OFE research projects and initiatives.
The Research Analyst should have experience in data analysis reporting & evaluations research methodologies in social sciences and data visualization or is eager to expand knowledge and is committed to professional development in the field of data analytics.
Responsibilities include but are not limited to:
Provide data and analytic support for OFE programs and program development;
Conduct and assist with research projects on current and emerging topics related to financial empowerment financial health financial capability financial products and services and predatory business practices impacting New Yorkers;
Assist with the management of the CustomerRelationship Management (CRM) for public facing financial empowerment programs.
Collect publicly available data to update the Neighborhood Financial Health Indicators on the Neighborhood Financial Health Index Map;
Support the preparation of PowerPoint presentations internal and external briefing documents requests for information and other internal and external materials;
Assist with the cleaning and evaluation of data collected through various means (e.g. interviews surveys administrative data etc.) to make recommendations related to new and existing programs and/or build a better understanding of the financial health of New Yorkers;
Build and maintain relationships with research organizations City agencies communitybased organizations and other external stakeholders as needed; and
Help with other related duties as assigned.
Qualifications :
1. A baccalaureate degree from an accredited college and six months of satisfactory fulltime experience in research which involves gathering organizing and analyzing data and report writing; or
2. An associate degree from an accredited college or completion of 60 semester credits at an accredited college and two years and six months of satisfactory fulltime experience in research which involves gathering organizing and analyzing data and report writing; or
3. A fouryear high school diploma or its educational equivalent and four years and six months of satisfactory fulltime experience in research which involves gathering organizing and analyzing data and report writing; or
4. Education and experience equivalent to 1 2 or 3 above. Undergraduate college credit can be substituted for experience on the basis of 30 semester credits from an accredited college for one year of fulltime experience. Completion of nine credits at the college or graduate school level in statistics quantitative methods mathematics or research can be substituted for six months of the required experience. However all candidates must possess a fouryear high school diploma or its educational equivalent and at least six months of required experience or the nine specialized credits.
