Established in 1805 the New York City Department of Health and Mental Hygiene (the NYC Health Department) is the oldest and largest health department in the country. Our Agencys five strategic priorities building off a recently completed strategic planning process emerging from the COVID19 emergency are:
1) To reenvision how the Health Department prepares for and responds to health emergencies with a focus on building a responseready organization with faster decisionmaking transparent public communications and stronger surveillance and bridges to healthcare systems
2) Address and prevent chronic and dietrelated disease including addressing rising rates of childhood obesity and the impact of diabetes and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths strengthening our youth mental health systems and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for womens health
5) Mobilize against and combat the health impacts of climate change

The New York City Department of Health and Mental Hygiene (NYC DOHMH) Public Health Laboratory is seeking to hire a qualified Contract Specialist Level II. The mission of the Public Health Laboratory is to safeguard the health of all New York City residents by providing quality laboratory testing services that address the needs of the NYC DOHMH and its community partners to prevent and respond to food clinical and environmental public health concerns. This is an excellent opportunity to join our team and continue to make history at the worlds first municipal public health laboratory.
Duties will include but not be limited to:
Reviewing initial and final proposals submitted by contractors to ensure conformity to the agencys requirements and federal/state/city mandates.
Providing technical assistance to contractors in developing proposals.
Preparing summary analyses and recommendations to supervisory staff.
Monitoring the operations of funded programs to ensure contract compliance.
Reviewing statistical and budgetary data submitted by contract agencies.
Timely processing Purchasing orders needs for professional services standard services and goods.
Reviewing procurement submissions for accuracy.
Ensuring procurement policies and procedures are followed.
Reviewing and processing invoices for Payment.
Other administrative duties as assigned.

Qualifications :
1. A baccalaureate degree from an accredited college or university accredited by regional national professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council of Higher Education Accreditation (CHEA) and six months of fulltime satisfactory professional technical or administrative experience in one or more of the following fields: program evaluation contract negotiation/management fiscal/financial management or project management; or
2. A four year high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization and four years of fulltime satisfactory professional technical or administrative experience in one or more of the following fields: program evaluation contract negotiation/management fiscal/financial management or project management; or
3. Education and or experience equivalent to 1 or 2 above.
