Job Description

Reports To: Principal Investigator (PI)/Country Director (CD)

Department: Program Implementation & Country Management (PICM)

Location: Mbabane Eswatini

Classification: Fulltime contingent upon award

How will you fight for an AIDSfree generation

The Finance Director for the anticipated fiveyear CDC Strengthening the technical capacity of the Ministry of Health (MOH) to deliver a sustainable and resilient response to HIV/TB and related public health threats in the Kingdom of Eswatini under PEPFAR project will oversee all aspects of program financial management ensuring efficient and effective management of program funds. The Finance Director will also lead financial capacity building efforts for local entities. The Finance Director will direct the financial contractual procurement and functions of the project. The projects main objectives are: Support MOH on strategic planning and development of policies guidelines and implementation plans; Support MOH to strengthen health workforce capacity through development and implementation of innovative training datadriven mentorship and CQI approaches tools and processes; Strengthen MOH capacity to provide oversight and performance monitoring of HIV/TB and related programs and; Strengthen organizational financial and technical capacity of local health service delivery entities. This position is contingent upon award.

No two days are alike at EGPAF but what can you expect in this role

  • Support the PI/CD in providing financial oversight and management of implementation funds to meet project goals and objectives in a costefficient manner.
  • Ensure that all project activities and expenditures are compliant with CDC PEPFAR and EGPAF rules and regulations Eswatini law and industry best practices.
  • Manage and monitor subgrantees and help maintain collaborative working relationships with CDC partners and other key stakeholders as needed.
  • Serve as the focal point for all financial and budgetrelated matters on this project.
  • Assist the PI/CD in ensuring work plans budgets and institutional capacities are aligned and managed to deliver scope on time with high quality in compliance with Ministry CDC and EGPAF policies.
  • Establish and maintain adequate financial management systems transparent financial and reporting procedures and effective operations of financial controls.
  • Ensure improved financial stewardship and management capacity of select communitybased entities and other local organizations to manage grants diversify income and increase access to new funding opportunities.
  • Lead the development and oversight of financial capacitybuilding models and frameworks for local health service delivery entities to improve their ability to sustainably provide quality HIV/TB and related services.
  • Develop systems for tracking increased capacity for diversified and sustained financial resource generation for local entities.
  • Oversee the budget processes ensuring effective and efficient allocation of project resources

Qualifications :

To be successful you will have:

  • 1015 years of continuous management experience 5 of which must be at the senior level.
  • Masters degree in public health or related field.
  • Significant experience in leadership and financial/budget management.
  • Experience managing the financial and operational components of CDC/PEPFAR programs.
  • Experience supporting financial capacity building activities.
  • Experience working in the Kingdom of Eswatini or the Southern Africa region.
  • Experience in establishing and sustaining working relationships with Ministries and local entities.
  • Excellent communication interpersonal writing and strategic planning skills.
  • Dedicated visionary and strategic leader with ability and experience to work in a multidisciplinary multicultural team.
  • Fluency in spoken and written English.
