The Senior Consultant of Compliance Programs assists with effective implementation and monitoring of Parkland s Ethics and Compliance Program ( Program ) across the health system. The Consultants general duties and responsibilities encompass developing implementing and monitoring the Program s requirements to ensure compliance with federal healthcare program requirements Parkland policy and
the Code of Conduct. This includes adherence to the requirements and guidance set forth by various regulatory authorities including but not limited to the Office for Civil Rights (OCR) Office of Inspector General (OIG) the United States Department of Justice (DOJ) and the Centers for Medicare and Medicaid Services (CMS).

  • Must be driven by a high degree of integrity with a commitment to ethical conduct high quality patient care and best business practices.
  • Must have demonstrated strong leadership skills and sound judgement.
  • Must be able to work effectively with boards/governing bodies.
  • Must have indepth knowledge of federal and state regulatory expectations with respect to effective healthcare compliance programs.
  • Must be capable of developing a basic understanding of relevant operational challenges and priorities.
  • Must have experience in developing and implementing compliance policies and procedures.
  • Must have organizational skills and be both analytical and detailoriented.
  • Must have excellent verbal and written communication skills be able to communicate effectively with all levels of personnel and demonstrate consistently strong tact and diplomacy skills.
  • Must be computer literate with word processing experience and proficient with Microsoft office applications.
  • Leads the Compliance and Ethics Department which is responsible for the ongoing development and assessment of the Compliance and Ethics Program. Responsible for ensuring that the department has adequate resources with the requisite expertise and experience and is properly structured.
  • Chairs Parkland s Executive Compliance Committee and is responsible for ensuring that it fulfills the mission and duties set forth in its charter.
  • Works closely with the chairperson of the GCE Committee of the Board to facilitate the fulfillment of the committee s oversight responsibilities.
  • Prepares and presents periodic reports to the Board the GCE Committee and the Senior Leadership Team (SLT).
  • Ensures that the Board and the SLT are timely informed of all significant compliance developments including internal and external allegations and reports of concerns; regulatory and enforcement inquiries; and findings of internal compliance and its monitoring initiatives.
  • Along with the Chief Quality and Safety Officer ensures that Parkland sustains and enhances as determined necessary the improvements implemented as part of the requirements of the
  • Corporate Integrity Agreement with the OIG.
  • Ensures that the department among things: a. Effectively performs compliance auditing and monitoring. b. Verifies the implementation of adequate corrective action plans as well as the implementation of such plans. Maintains an effective disclosure program. d. Investigates effectively all compliancerelated allegations or reports. e In collaboration with the Legal and Talent Management departments enforces Parkland s Code of Conduct and Ethics through appropriate disciplinary measures. f. Develops implements and periodically revises compliance policies procedures and training programs including those related to nonretaliation.
  • With the General Counsel leads the annual review of the Code and as warranted develops proposed revisions.
  • Leads the performance of an annual assessment of compliance risks and the annual development and implementation of a compliance work plan.
  • Collaborates effectively with Parkland s partners including UT Southwestern.

Experience:

  • A bachelors degree is required masters degree preferred.
  • Must have six (6) years of progressively responsible experience in a healthcare related administrative financial or compliance role preferably with a large multifaceted healthcare company or academic medical center. Required
  • Experience with auditing and monitoring education and training conflicts of interest federal exclusion screening risk assessments and other healthcare compliancerelated activities required.

May have an equivalent combination of experience and certification in lieu of specific education only.
Certification in a healthcare compliancerelated specialty is required.
Must be currently certified and in good standing with one of the following or obtain within 18 months of placement in the position
  • Certified in Healthcare Compliance (CHC)
  • Certified Compliance and Ethics Professional (CCEP)
  • Certified in Healthcare Privacy Compliance (CHPC)
  • Certified in Healthcare Research Compliance (CHRC)
  • Certified Professional Compliance Officer (CPCO)
  • Certified Professional Coder (CPC)
  • Certified Outpatient Coder (COC)
  • Certified Inpatient Coder (CIC)
  • Certified Coding Specialist (CCS)
  • Renewals must be submitted no later than 7 calendar days after the current expiration date.
