23 months contract with a Local Authority
Job Summary:
To be responsible for investigation & enforcement of environmental antisocial and noise related nuisance across the borough.
In line with legislation Councils Community Safety Strategy policies and procedures.
To provide additional support in overseeing the daytoday activity of the ASB and CCTV teams and to be the first point of escalation for complex queries.
Key Duties/Accountabilities (Sample):
Assist the ASB CCTV & Enforcement Manager in reviewing team resource deployment based on a demand led model to ensure compliance with legislation and/or appropriate enforcement activities.
Provide data for the ASB CCTV & Enforcement Manager Head of Community Safety or other key stakeholder in respect of team performance productivity enforcement success rates and any other key performance indicator.
Deputise for the ASB CCTV & Enforcement Manager as required.
Assist in the preparation and development of Council briefing notes reports or decision papers for internal boards or Council committees.
Support the ASB CCTV & Enforcement Manager in the management of respective cost centres for the team by way of provision of relevant data and reconciliation of spend and/or income lines.
Assist the ASB CCTV & Enforcement Manager in the management of annual leave requests as required.
To ensure that community safety interventions are conducted in accordance with the Councils commitment and promoting safety and community cohesion.
To identify investigate and effectively deal breaches of legislation through appropriate written or verbal advice or warnings notices fixed penalty notices and legal action in accordance with legislation and the Councils Community Safety & Enforcement Strategy.
To carry out taped interviews under the provisions of the Police and Criminal Evidence Act 1984 9PACE) (as amended).
To take witness statements and gather and preserve evidence for use during investigation and in legal proceedings.
To prepare cases for Court in accordance with the High Court Rules of Evidence and to represent the council in court as necessary.
To interact and communicate with witnesses before during and after legal proceedings accompanying them to court hearings as necessary.
To communicate with enforcement partners such as the Police Safe Neighbourhood
Teams and other Council departments ensuring effective intelligence gathering and planned partnership working.
Create and maintain case files documents and databases to assist in the monitoring and analysis of case and to ensure that intelligence is gathered to inform the deployment of resources to support service delivery.
To communicate with statutory organisations and enforcement partners and set up meetings as required in line with this.
Maintain a library of uptodate ASB case law and policies to ensure a high level of knowledge in relation to antisocial behaviour legislation and good practice. Provide a central point of contact for the police residents and businesses and others to advise on different ASB interventions.
Skills/Experience:
Knowledge and understanding of relevant legislation/guidance/directives relating to antisocial behaviour licensing environment crime noise nuisance and waste management/street cleansing.
Knowledge understanding and ability to use all relevant IT s stems relating to the role.
Understanding of how relevant policies and initiatives can be effectively implemented to reduce ASB and how positive outcomes can improve local communities.
Self motivated and able to work with minimum supervision and prioritise demands on our time.
Excellent verbal and written communication skills and a confident communicator.
Good personal or animation and relationship building skills
Excellent interpersonal skills and ability to work within a team.
Detailed knowledge of Haringeys values and how they should translate into practice.
