Job Description

Job Title: Commissioning Package Manager

 Location: Jubail Saudi Arabia
 Start Date: Q1 2025
 Contract Type: 12 months (renewable)
 Industry: Oil & Gas / Petrochemicals

Job Description

The Commissioning Package Manager will ensure that all precommissioning and commissioning activities for their assigned package are planned and executed safely and efficiently adhering to OPERCOM methodology and ICAPS Mobiweb. This role requires close coordination with EPCC contractors and multiple stakeholders to ensure smooth execution and handover.

Key Responsibilities

 Commissioning Supervision & Coordination:

  • Review approve and manage EPCC contractor commissioning plans and procedures.
  • Oversee and coordinate the commissioning interface points between different packages.
  • Monitor and report precommissioning and commissioning progress to stakeholders.
  • Ensure compliance with OPERCOM methodology and ICAPS Mobiweb.

 Planning & Execution:

  • Lead the preparation and review of commissioning dossiers.
  • Develop and manage the commissioning schedule in collaboration with EPCC contractors.
  • Define and oversee walkthroughs punch lists and system handover.
  • Manage the integrated commissioning team for witnessing activities.
  • Develop and approve plans for simultaneous operations (SIMOPS).
  • Coordinate and review Operational Test Procedures (OTP).

 Handover & Startup Readiness:

  • Define and execute the handover plan of the systems to Operations.
  • Ensure proper coordination with Manufacturing & Operations teams.
  • Review Vendor support & assistance plans for commissioning.
  • Oversee the FAT/SAT organization for equipment verification.

 HSE & Compliance:

  • Ensure all HSE standards and safety protocols are strictly followed.
  • Conduct risk assessments and ensure safe work execution.
  • Stop work execution if safety conditions are compromised.

Qualifications :

Education:

  • Bachelors degree in Mechanical Electrical or Instrumentation Engineering or equivalent.

Experience:

  • 15 years in commissioning & startup within Oil & Gas Petrochemicals or Refinery projects.
  • Experience in Middle East projects (Saudi Arabia preferred).
  • Strong knowledge of OPERCOM methodology and ICAPS tools.

Technical Skills:

  • Expertise in precommissioning commissioning and startup execution.
  • Strong knowledge of construction safety standards and work execution.
  • Ability to handle multiple project packages and interface coordination.
  • Familiarity with EPCC Lump Sum Contracts & project execution methodologies.

Soft Skills:

  • Excellent leadership and team coordination skills.
  • Strong ability to prioritize tasks and manage multiple stakeholders.
  • Problemsolving skills with a proactive approach to issue resolution.
  • Strong interpersonal and communication skills to engage with different project entities.

Language Requirements:

  • English: Fluent (mandatory)
  • Arabic: Advantageous
