MUST HAVES:
- Experience facilitating diverse system stakeholders in highly integrated and complex solution delivery environments providing leadership and advice to establish common business objectives and solution roadmaps while developing business standards and realizing system automation.
- Demonstrated experience leading projects that involve system vendor management issues management and system integration across multiple vendor solutions.
- Understanding proposed NG911 solution requirements and business standards experience with the development of technical requirements and specifications for procuring and implementing Canadian Compliantstandardsbased technology to support NG911 platform and systems.
- Experience in details of the methods identification and assessment of business policy implications and the development of mitigation strategies and contingency plans as it related Canadian NG911 implementation.
Description
- Delivery focused project manager who gathers and develops business and project requirements for the NG911 solution in order to facilitate procurement and implement solution.
- Delivering extensive knowledge of the current and emerging 911 technologies to meet needs identified by the PSAP user community.
- Leverage existing CRTC ESWG expertise to develop a plan for Ministry response to NG911.
- Demonstrated experience directing project teams (NG911 technologies SMEs) to ensure project deliverables meet business needs and standards.
- Proactively identifies potential risk events and issues before they occur so that proper mitigating strategies can be developed.
- Ability to promote I&IT project management best practices and adherence to standard methodologies
- Sources selects and onboards team members in various disciplines clarify roles and responsibilities and set task/deliverable/performance expectations for resources that are both OPS unionized employees as well as fee for service (FFS) consultants.
- Effectively manages large project budgets and ensures a high level of fiscal control and accountability including estimates gating forecasts and reconciliation/confirmation of actuals.
- Establishes and participates in steering committee and stakeholder forums. Provides project program and/or portfolio reporting to multistakeholders at senior executive levels.
NOTE
- Extension/Amendment Attestation: Extension(s) only allowed using unused days/funds left on contract. No additional funds will be added beyond the maximum contract value and any extension options included in the original SOW. HSC may exercise its option(s) to extend the SOW beyond April 5 2025. VOR #Tender12075 terminates April 5 2025 and has an option to extend for a further one year.
- The resource needed till March 31 2026 will include an option to extend at the same rate till March 31 2026 if Tender12075 Managed Service Provider for Contingent IT Resources is also extended for a further one year else an RFS under the Successor VOR will be issued for the services required April 5 2025 to March 31 2026.
- Assignment Type: This position is currently listed as Hybrid as consultants will be required to work partly in the physical workplace and partly remotely. The details of this arrangement will be at the Hiring Managers discretion.
Experience and Skill Set Requirements
Technical Experience 30%
- Experience facilitating diverse system stakeholders in highly integrated and complex solution delivery environments providing leadership and advice to establish common business objectives and solution roadmaps while developing business standards and realizing system automation.
- Demonstrated experience leading projects that involve system vendor management issues management and system integration across multiple vendor solutions.
- Experience identifying and assessing technical project risks mitigation strategies and contingency plans.
- Knowledge of system and operational standards applied in Public Safety Answering Points (PSASPs) in Ontario
- Understanding proposed NG911 solution requirements and business standards experience with the development of technical requirements and specifications for procuring and implementing Canadian Compliantstandardsbased technology to support NG911 platform and systems.
- Demonstrated knowledge and understanding of Interoperability requirements and as directed by and in the application of the Canadian NENA i3 principles and Interoperability Continuum.
- Demonstrated knowledge and understanding of the Emergency Incident Data Object (EIDO) requirement and its application among PSAPs.
- Experience knowledge and understanding of current and emerging 911 technologies to fit needs identified by the PSAP user community including but not limited to a wide range of Telecommunication technologies for voice video text and data including but not limited to: Transmission infrastructure Internet Protocol (IP) based communication related networks PBX system integration and interconnection technique and storage
- Familiarity and experience in:
- Centralized StandardsCompliant Canadian NG911 Infrastructure
- Call Handling System and Equipment with ability to incorporate new applications such as text and video
- ESInet and Canadian NG911Core Services
- PSAP connectivity to the network legacy and IP systems
- Canadian NG911 L& R
- Canadian NG911 Geographic Information System (GIS) such as GISbased routing and migration paths
Policy/Business Skills 15%
- Experience in details of the methods identification and assessment of business policy implications and the development of mitigation strategies and contingency plans as it related Canadian NG911 implementation.
- Experience developing business strategic plans and business roadmaps to enable system planning business case development and system procurements.
- Experience in details of the methods identification and assessment of operational impacts and the development of strategies and contingency plans as it related Canadian NG911 implementation.
- Informed ministry best practices/industry standards in order to have an informed implementation of NG911
- Experience with 911 sector with regard to policy and operational changes required for NG911
Project Management Skills 30%
- Experience with gathering and developing requirements in order to create and maintain a detailed project schedule and/or integrated plan
- Project Management experience (as appropriate to the specified experience and level) and use of Project Management software (as appropriate to the specified experience level).
- Experience engaging and managing vendor relationships.
- Experience in the development and implementation of project management processes plans and communication tools.
- An experienced individual with a proven track record for meeting strict deadlines and supporting crossfunctional teams to ensure work on tasks/milestones remains within time and cost constraints.
Communication/Soft Skills 25%
- Experience with working with complex multi faceted projects with diverse working groups
- Demonstrated experience preparing and distributing project updates progress reports to project stakeholder while managing expectations pertaining to scope and timeline constraints.
- Demonstrated experience communicating across many functional areas (matrix organization) to actively engage project stakeholders including vendors and manage client expectations with diverse interests technical and non technical backgrounds using the appropriate level of political acuity and messaging for the audience
- Demonstrated experience identifying a mix of skilled technical resources necessary to complete project assignments/deliverables including clarifying roles and responsibilities
