Job Summary:
To be responsible to the Interim Engagement and Participation Manager/Strategic Lead for Corporate Community Engagement for:
Managing encouraging and deploying rethought approaches and innovative solutions to community consulting that are seen as industry leading.
Making certain that residents are at the heart of Royal Greenwich s plans service developments and improvements by enabling them to have opportunities to contribute to and design consultation activity.
Delivering consultation activity within agreed quality and time parameters whilst meeting the requirements of both the council and residents.
Key Duties/Accountabilities (Sample):
Coordinate and deliver consultation activity for directorate specific projects and within the Community Engagement team s corporate engagement projects.
Ensure consultation knowledge is exploited working closely with the data evaluation and insight officer (once in place) and provide intelligence about residents and service users to enable strategic decisions and reporting as part of the Our Greenwich plan.
Prepare and share both accessible and detailed reports on consultation outcomes.
Design manage and deliver both facetoface and online consultations and coordinate use of appropriate consultation portal applications (such as Commonplace Citizen Engagement Platform) to enhance the quality and impact of consultations delivered.
Serve as consultations advisor providing support and sector knowledge promoting best practice to the Council and partners.
Ensure fully statutory and legal compliance around consultations practices and delivery.
Be a significant agent in the organisation of online and facetoface consultation events ensuring they are well managed participated in and attended delivered on time and within budget constraints.
Liaise with the corporate community engagement officer and when needed support the coordination of and attend community meetings forums and focus groups alongside potential third sector organisations.
Support the community in being involved in the development and design of consultations and responding to live consultation opportunities by sharing the necessary skills and tools with them to do so.
Support develop and deploy a range of consultation resources that engage residents and communities on their terms and in ways that they feel comfortable to express their views.
Continually review the ways that we involve hardtoreach groups and provide suggestions for improvements utilising nontraditional forms of consultation.
Facilitate and coordinate any corporate and borough wide surveying and benchmarking activity.
Ensure community organisations partners and the third sector are all able to participate in consultations and be involved in the codesigning of consultations when appropriate.
Be responsible for building and maintaining effective relationships. The list below is not exhaustive:
Officers from various departments: Children s Services Adult Social Care Culture Services Housing Services Environment Services and Regulatory Services Communications and Events.
Consultation development and communications.
Lead on the research development and coordination of consultation materials (on and offline) ensuring that the information is clear provides the right level of detail and avoids the use of jargon.
Liaising with as needed with colleagues in the communications team develop improved consolatory communications across a variety of channels to hear the voices of underrepresented groups.
Support and feed into the development of events within the community and the council to maximise consultation points of delivery and grass roots opportunities.
Propose new consultation opportunities to support Council priorities.
Monitoring and administration.
Undertake any administration reporting monitoring and data management of consultation activity.
Monitor the information produced by the data evaluation and insight officer (once in post) so that they carry out the necessary steps to produce an accurate data report capturing the consultation findings which are vital to the final decisionmaking process and Our Greenwich plan delivery.
Be responsible for ensuring consultation responses are recorded in an accurate and timely manner and are regularly reviewed.
Contribute to an annual engagement and consultation forward plan.
Ensure delivery of consultation activity in line with Royal Greenwich s community engagement framework strategy annual plan and Our Greenwich with the aim of increasing the impact and effectiveness of engagement.
Contribute to the development of consultation procedures for the corporate community engagement team as a whole supporting and the council internally via the rolling out of the new strategy tool kits and staff roadshows.
Attend project activity and team meetings to ensure all stakeholder needs are considered during the design and delivery of activities.
Adhere to safe working/health and safety practices in a role that carries out of office / loan work.
Deputise for the team as needed in their absence and in the postholder s own service areas.
Produce and upkeep a consultations log which registers all consultation activity.
Keep up to date with sector changes for continuous improvement in the delivery of this post s workload.
Line management.
Undertake supervision and line management with the Interim Engagement and Participation Manager/Strategic Lead for Corporate Community Engagement of the Data Evaluation and Insight Officer as required.
Deputise for the Interim Engagement and Participation Manager/Strategic Lead for Corporate Community Engagement when unavailable/not in work and will have line management responsibility for the Corporate Community Engagement Officer in those times.
Skills/Experience:
Expertise in designing and delivering both facetoface and online consultations.
Ability to coordinate community engagement events and initiatives.
Experience with consultation tools like Commonplace and Citizen Engagement Platform.
Strong understanding of consultation practices including statutory and legal compliance.
Ability to create and deploy innovative solutions to community consultation challenges.
Experience in applying rethought approaches to community consultation ensuring industryleading practices.
Ability to liaise and build effective relationships with a wide range of stakeholders including community organizations third sector groups regulatory bodies and internal teams.
