1. Support all routine and preventive maintenance functions in developing scopes of work for maintenance services contracts.
2. Develop systematic evaluation criteria, preliminary cost estimation procedures and variation order procedures for contracts and ensure proper application of these criteria.
3. Coordinate and manage all administrative activities related to tender packages procedures, including attending pre-tender meetings, answering questions and queries, evaluating tenders, assessing contractors’ capabilities, and ensuring that all Contractors’ activities are in accordance with SATORP’s regulations and quality standards.
4. Approve Contractors’ invoices and ensure that payments are made based on the contract terms and actual work progress.
5. Participate in assessing Contractor’s service quality and performance through conducting contract compliance audits on regular basis.
6. Participate, discuss and agree on contracts’ variations or additional works in accordance with the contract terms and budgets available.
7. Coordinate, oversee and respond to any complaints and enquiries on all aspects of the maintenance contracts such as contractor’s compliance, performance and quality of services.
8. Act as a coach to the General Services personnel, help identify their training and career development, recommend training courses and follow-up on their personnel records such as timesheets, discipline, vacations, leaves and absenteeism.
9. Attend meeting with contractors to discuss and resolve contractual issues in consultation with the Material and Service Procurement Division as required.

12. Ensure the proper use of SAP for controlling contract administration.
Bachelor’s Degree in required or related field

Contract Management Expertise: In-depth knowledge of contract lifecycle management, including contract negotiation, execution, performance monitoring, and renewal/termination processes.
Leadership & Team Management: Strong supervisory skills with experience in leading, training, and mentoring a team of contract administrators or specialists. Ability to foster a positive, collaborative work environment.
Negotiation & Communication: Excellent negotiation skills and the ability to communicate clearly with vendors, clients, legal teams, and other internal departments. Strong written and verbal communication skills for drafting, reviewing, and explaining contract terms and conditions.
Legal & Regulatory Knowledge: Solid understanding of contract law, terms, and conditions. Knowledge of industry-specific regulations and standards, ensuring compliance with relevant legal frameworks.
Problem Solving & Decision-Making: Ability to identify issues and discrepancies in contracts, propose solutions, and make decisions that balance organizational needs and legal requirements.
Attention to Detail: Exceptional attention to detail to ensure that all contract terms are correctly documented and that nothing is overlooked during contract administration.
Risk Management: Ability to assess and mitigate risks associated with contract execution, including identifying potential liabilities and ensuring the organization’s interests are protected.
Project Management: Strong organizational and time management skills to prioritize contract-related tasks, manage deadlines, and ensure smooth execution.
Contract Performance Monitoring: Knowledge of how to monitor and enforce contract terms and obligations, ensuring both parties meet performance standards.
Technology Proficiency: Familiarity with contract management software (e.g., SAP Ariba, Oracle Procurement, ContractWorks) and proficiency in Microsoft Office Suite for contract-related documentation and reporting.
