Job Description

Roles and responsibilities

  • Manage and administrate all SATORP firefighting issues.
  • Develop, implement and review goals and objectives of fire brigade section.
  • Develop, implement, update, and evaluate firefighting system and procedures on regular bases (based on national and international standards).
  • Drive and implement projects related to firefighting systems and other fire prevention aspects.
  • Participate and attend communication and coordination meetings with internal and external agencies.
  • Review new/existing fire protection equipment or systems installed in the Refinery & Port.
  • Respond to all kinds of emergencies such as fire, toxic, gas leaks, rescue of people and attend incidents.
  • Ensure that proper firefighting techniques are applied; implement immediate safety measures to protect employees and SATORP property.
  • Ensure that technical specifications for firefighting equipment (fire trucks, foam/water carriers, emergency vehicles, rescue equipment, advance control vehicles, and portable equipment) are in place and up-to-date.
  • Review drawings of plant area layouts for new developments, fire prevention/protection issues including recommending best methods on fire protection systems.
  • Plan and conduct periodical technical professional training for Fire Brigade staff; such as breathing apparatus training, fire leadership, fire prevention, method of instruction and investigation of fires.
  • Plan, implement and evaluate training for SATORP Emergency Response Team (ERT) in coordination with HR.
  • Plan and conduct annual fire extinguisher training (theoretical and practical) for SATORP employees.
  • Initiate testing of fire and rescue equipment installed at SATORP premises to ensure they are in sound working condition at all times, and properly maintained.
  • Flow up with new technology in freighting engineering and science.
  • Perform other related duties as assigned by the HSSE manager.
  • Ensure effective command and control techniques are in place at the scene of the fire incident/drills.
  • Direct all activities at the scene of the fire.
  • Ensure that fire fighters are responding in a safe and appropriate manner.
  • Participate in fire Investigation.
  • Evaluate the performance of fire fighters.
  • Ensure effective command and control techniques are in place at the scene of fire incident/drills.
  • Monitor the firefighting budget.
  • Ensure a high level of morale among fire fighters.

Desired candidate profile

Bachelor’s Degree in fire protection Engineer/ sciences/management or equivalent.

(10 ) years of experience in Fire Fighting related to Refining or petrochemical industry.
Certification Fire Officer l
Fire Officer ll
Heart Saver First Aid CPR AED.
NFPA 472 Awareness.
NFPA 472 Hazmat Operation.
NFPA 472 Hazmat Technician.
NFPA 1006 Rope Rescue level I.
NFPA 1006 Rope Rescue level II.

NFPA 1006 Confined Space Rescue level I & II.
NFPA 1081 Incipient Industrial Fire Brigade Member.
NFPA 1081 Advanced exterior/Interior Structural Fire Brigade Member.
Leadership: Ability to inspire, motivate, and guide diverse teams. Skilled at conflict resolution, building morale, and maintaining departmental cohesion.
Operational Expertise: Strong knowledge of firefighting techniques, emergency response protocols, disaster management, and life safety procedures.
Crisis Management: Excellent decision-making and problem-solving skills in high-stress situations. Ability to think strategically and act quickly.
Community Engagement: Ability to communicate effectively with local government officials, community leaders, and the public. Skilled at building relationships with stakeholders and promoting fire safety initiatives.
Fiscal Responsibility: Expertise in budgeting, resource allocation, and grant writing for fire department funding.
Safety & Compliance: In-depth knowledge of OSHA regulations, fire safety codes, and industry standards to ensure operational compliance.
Technology Proficiency: Familiarity with fire department management software, communication systems, and other technology used in modern firefighting operations.
