Lead the strategic and operational activities related to acquiring goods, contracting. Provide comprehensive leadership to implement plans, policies and strategies for an effective, integrated and systematic functioning. Work collaboratively with other directorate to group the efforts towards the achievement of JCSA’s
strategic objectives.
Primary Roles and Responsibilities:

● Work hand in hand with the legal team to ensure that all JCSA’s contracts are compliant with the laws and regulations, and serves the best interest of JCSA
● Ensure that the list of approved vendors are up-to-date and fully reflective of any changes based on the feedback received on the provided services quality.
● Review any deviations from procurement plans, and manage the implementation of corrective actions in conjunction with concerned departments..
● Direct all activities related to warehouse operations including but not limited to; safeguarding warehouses through establishing and monitoring security procedures and protocols, conducting regular physical counts to check controls inventory levels and ensure its reconciliation with data storage systems..etc..
● Continuously assess the impact of the services delivered through relevant metrics and tools.
● Review allocation of resources to ensure smooth and efficient workflow and utilization.
Ensure the availability of all logistic requirements needed to carry out the directorate’s activities.
Bachelor’s degree in Finance, Accounting or any other relevant field
Professional Certification is a plus
Minimum of 12 years of experience in a similar role, 5 years of which in a managerial/leadership role
Strategic Procurement Planning:
Procurement Strategy Development: Develop and implement procurement strategies that align with the organization’s objectives. This includes identifying areas for cost reduction, optimizing procurement processes, and ensuring supply chain resilience.
Forecasting and Demand Planning: Work with other departments (e.g., finance, operations, production) to forecast demand for goods and services and plan procurement activities accordingly.
Market Research: Conduct market research to understand market trends, pricing structures, and potential suppliers. Keep abreast of industry trends and innovations to ensure the organization’s procurement practices remain competitive and cost-effective.
. Supplier Relationship Management:
Supplier Selection: Identify and evaluate potential suppliers, ensuring they meet the organization’s quality, price, delivery, and sustainability requirements.
Supplier Negotiations: Lead negotiations with suppliers to secure the best terms in areas such as price, quality, delivery schedules, and payment terms.
Supplier Performance Monitoring: Regularly evaluate supplier performance based on criteria like product quality, on-time delivery, and compliance with contract terms. Build and maintain strong, collaborative relationships with key suppliers to ensure the reliability and efficiency of the supply chain.
Contract Management: Oversee the negotiation and execution of contracts with suppliers, ensuring that they comply with all relevant legal and regulatory requirements.
Procurement Operations and Process Management:
Purchase Order Management: Manage the creation, approval, and tracking of purchase orders to ensure that procurement activities are carried out smoothly and on time.
Inventory Management: Collaborate with inventory management teams to ensure appropriate stock levels, and to avoid overstocking or stockouts. Track and manage the movement of goods from suppliers to ensure timely deliveries.
