Job Description

Roles and responsibilities

The organization is a flagship giga project under Saudi Arabia's Vision 2030 initiative, aiming to create a world-class entertainment, cultural and lifestyle destination. As a multibillion-dollar project, it will encompass vast infrastructure development, hospitality, retail and service sectors, requiring robust procurement compliance management.

The Director of Compliance, Audit and L&D will oversee the development, implementation and management of compliance and audit frameworks specific to procurement ops, aligned with the giga project's strategic goals and PIF requirements. This role is responsible for ensuring adherence to regulatory standards, internal policies and risk management strategies, fostering a culture of compliance across procurement activities. He/she also oversees L&D compliance training initiatives, ensuring that all staff are well-versed in compliance best practices. This person will lead the team that conducts procurement-related organization-wide audits and oversees corrective actions.

Key Responsibilities:

  • Strategic Compliance Leadership
  • Develop and implement comprehensive compliance and audit frameworks for procurement operations
  • Ensure alignment with local (e.g., LCGPA) and international regulatory requirements, PIF guidelines, and organization's internal policies
  • Foster a culture of compliance, embedding it within all procurement activities and across the organization
  • Audit Management
  • Oversee the planning, execution, and reporting of internal audits to identify risks, areas of non-compliance, and opportunities for improvement
  • Develop and implement corrective action plans based on audit findings and track improvement over time
  • Standardize audit methodologies, tools, and reporting systems to ensure thorough and consistent evaluations
  • Learning & Development (L&D)
  • Lead the design and delivery of compliance-focused L&D programs, ensuring staff are knowledgeable about policies, regulatory requirements, and ethical standards
  • Collaborate with HR and broader L&D teams to create tailored training initiatives to support professional development for procurement staff and organization-wide compliance awareness
  • Team Leadership and Stakeholder Management:
  • Mentor and develop the Compliance, Audit, and L&D team, fostering a high-performance culture and continuous improvement
  • Act as the primary liaison for procurement compliance matters across the organization
  • Collaborate with internal stakeholders such as the Governance, Finance, and HR teams to align compliance strategies
  • Support local content, localization and ESG compliance efforts, ensuring compliance with Saudi regulations and global best practices

Desired candidate profile

  • 15+ years of experience in Compliance, Audit, or L&D roles, ideally in large-scale projects such as construction, real estate, or urban development
  • Bachelor's or Master's degree in Accounting, Law, Finance, Business, or a related field. MBA and/or other advanced degrees preferred
  • Preferred: CIA (Certified Internal Auditor), CRCM (Certified Regulatory Compliance Manager), or FRM (Financial Risk Manager)
  • Experience with KSA regulatory requirements and familiarity with Vision 2030 goals is highly desirable
  • Proven track record of working in cross-collaborative environments and ensuring differing goals and needs align with overarching organizational strategy
  • Fluency in English is required, with proficiency in Arabic highly desirable

  • Experience with Multicultural Leadership: Demonstrated ability to lead cross-functional teams and develop high-performing teams
  • Local Context: Understanding of the local cultural and business landscape in Saudi Arabia through work experience in the region, with a global perspective on management approaches
