Job Description

HM Note: This remote role allows the candidate to work remotely at the managers discretion and the candidate must be located in Ontario.

Deliverables:
The purpose of this request is to acquire a HL7 FHIR resource with expertise in FHIR standards and awareness of applicable Terminology standards who will work with others in support of the Digital Health Standards (DHS) Program to deliver standards components of Patients before Paperwork project in the following capacity and other relevant deliverables as required: and nbsp; and nbsp;

Must haves: and nbsp;
  • 3 years knowledge and understanding of digital health standards including but not limited to HL7 FHIR clinical terminologies (e.g. SNOMEDCT LOINC) and their application. and nbsp;
  • 3 Healthcare experience within Canada in acute care primary care and/or community care settings. and nbsp;
  • 3 years knowledge and understanding of panCanadian digital health standards and tooling. and nbsp;
  • 3 years handson experience with HL7 FHIR tooling including but not limited to Simplifier HL7 Validator and Forge. and nbsp;
  • 3 years handson experience with JSON and XML. and nbsp;
  • 3 years handson experience implementing HL7 FHIR standards and solutions. and nbsp;
  • Excellent communication skills both verbal and written and strong partner engagement skills. and nbsp;
  • Time management skills with the ability to manage tight deadlines and prioritize multiple projects. and nbsp;

Responsibilities:
  • Conduct requirements gathering develops documentation including presentations and briefing notes and conduct partner engagement. and nbsp; and nbsp;
  • Work with different partners and subject matter experts from different backgrounds (clinical business and technical). and nbsp;
  • Interact with the business partners and subject matter experts in order to understand their requirements through gathering documenting and analyzing business needs and requirements. and nbsp;
  • Develop and document HL7 FHIR artifacts and supporting documentation. and nbsp;
  • Validate troubleshoot and problem solve the HL7 FHIR artifacts. and nbsp;

Desired Skills: and nbsp;
  • Handson experience with HL7 FHIR Structured Data Capture (SDC). and nbsp;
  • Familiarity with Microsoft Products with a preference for candidates that have experience with Microsoft based cloud tools (e.g. Microsoft Office 365). and nbsp;
  • Knowledge of Healthcare Information Systems used throughout the province of Ontario. and nbsp;
  • Experience working with Ontario Health and/or legacy eHealth Ontario. and nbsp;

  1. Knowledge and experience designing and implementing HL7 Fast Healthcare Interoperability Resources (FHIR) standard by demonstrating experience and processes for conducting detailed standards research gap analysis and recommendations: 15 Points
  2. Knowledge and experience developing and maintaining HL7 FHIR implementation guides including publication versioning ongoing maintenance and deprecation including work with standards development organizations or standards maintenance organizations to advance the quality and usability of standards: and nbsp;15 Points and nbsp;
  3. Knowledge and experience of the development and implementation of HL7 FHIR standards including use in electronic forms referrals and other solutions that reduce the use of paper faxing: 20 and nbsp;Points and nbsp;
  4. Knowledge and experience of HL7 FHIR tooling including but not limited to Simplifier HL7 Validator and Forge: 25 Points
  5. Experience in implementing interoperable digital health solutions including assessing readiness of existing clinical information systems for collection/submission of standardsbased clinical information to the Electronic Health Record (EHR) and consider effective workflow: 10 Points
  6. Knowledge and understanding of the standards lifecycle and the Digital Health standards landscape (Ontario Health Canadian/panCanadian and international standards) and Digital Health initiatives in other jurisdictions (local regional provincial) is an asset: 10 Points
  7. Knowledge and strong understanding of jurisdictional Electronic Health Record (EHR) projects interoperability services and integration with healthcare initiatives within regional healthcare organizations for clinical data repositories and other associated healthcare information systems in use within a jurisdiction: 5 Points


Deliverables
  1. Confirm HL7 FHIR requirements related to the different streams of work in the Patients before Paperwork project in the context of collect once and use many for direct care and subsequent data use as identified in the OH data and analytics strategy and OH data and analytics operating model areas of focus. and nbsp;
  2. Provide support related to the following 2 streams of work in the Pb4P project: and nbsp;
Referrals/Consults/Central Intake and nbsp;
Provincial Health Service Directory (PHSD) and nbsp;
3. Work collaboratively with the Digital Health Standards Program on the following deliverables related to standards: and nbsp;
  1. Specification Development and Maintenance and nbsp;
  2. Standards Orientation and nbsp;
  3. Walkthrough of Specifications and nbsp;
  4. Testing Support and nbsp;

Deliverables: and nbsp; and nbsp;
  1. Perform requirement elicitation validation and documentation. and nbsp;
  2. Consult and collaborate with partners to update Standards Implementation Guide contents using Simplifier and Forge: and nbsp;
  3. Business Narratives (e.g. Use Cases Business Models and Rules etc.) and nbsp;
  4. Technical and FHIR Artifacts and nbsp;
  5. Terminology Artifacts and nbsp;
  6. Validate Standards Implementation Guide: and nbsp;
  7. Validate FHIR Artifacts using HL7 Validator and nbsp;
  8. Validate Technical and FHIR Artifacts with Partners (e.g. Architecture Clinical Privacy Analytics Digital Health Standards Program (DHS) etc.) and nbsp;
  9. Collaborate with partners to troubleshoot validation issues and nbsp;
  10. Document Digital Health Standards Assessments (i.e. Conceptual Logical Physical) to support Project Delivery Committee and other governance structures. and nbsp;
  11. Present Digital Health Standards Assessments to DHS. and nbsp;
  12. Participate in collaboration with DHS team at partners meetings and workshops. and nbsp;
  13. Develop and present weekly report of deliverables time and status updates. and nbsp;
  14. Provide knowledge transfer documents and conduct knowledge transfer sessions for all project deliverables with assigned Ontario Health subject matter experts. and nbsp;
  15. Follow Ontario Health and DHS guidelines for documentation templates and data storage and organization. and nbsp;
  16. Complete deliverables in adherence to Ontario Health guidelines for all communication email messaging etc. and nbsp;


Knowledge Transfer Details:
The Candidate will ensure full knowledge transfer is provided to the Ontario Health team before end of engagement. Some of this might occur at the end of the engagement but will also be shared as information is obtained/consolidated. Key deliverables will be shared with team.
The Candidate must provide all related documentation as part of Knowledge transfer protocol. Documents will be reviewed by the appropriate leads and signed off by manager/director.
The candidate will work collaboratively with OH team throughout the assignment and ensure key deliverables milestones and documentation are shared.
A walkthrough of any demos development etc. will be required before end of engagement.
