Job Description

Duties

  • Reviews and analyzes logistics exercises emergency deployments contingency operations and logistics lessons learned to identify Army Major Command operations logistics requirements.
  • Reviews and determines logistics requirements and coordination required for Logistics Civil Augmentation Program (LOGCAP) interface among contractors and warfighter commanders.
  • Completes projects to develop and implement procedures to provide contract civilian logistics support for emergency and contingency deployments.
  • Develops evaluation criteria to measure the effectiveness of LOGCAP functions and capabilities.
  • Reviews and analyzes logistics program regulations and readiness reporting requirements and identifies policy and procedures to improve LOGCAP operations.
  • Provides technical and operational guidance and advice on all matters relevant to the division and advises the Program Manager on program status problem areas and operations resources and training requirements to improve programs.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the completion of a preemployment Physical Examination and an annual examination thereafter to ensure the continued required level of physical health and ability or fitness to perform the duties of the position
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Drivers License in one of the 50 U.S. states or possessions to operate vehicles.
  • Note: Key and Essential are not to be filled by persons with military recall status (one who is in status of a Ready Reserve Standby Reserve or is military retiree subject to recall active duty).
  • In accordance with AR 69011 this position has been designated as EmergencyEssential. EmergencyEssential designation takes precedence over any transportation agreement or military recall status.
  • E/E contd In a crisis situation or wartime the incumbent must continue to perform duties of the position to ensure success of combat operations or to support combat essential systems subsequent to mobilization or an evacuation order.
  • This position has a requirement to lift up to 40 lbs. in the regular performance of duties.
  • This is an Army Acquisition Logistics and Technology Workforce position. Selectee must meet position requirements for Life Cycle Logistics certification within 36 months as of entrance on duty.
  • This position requires the incumbent to possess or obtain and maintain a valid regular or official U.S. Passport.

Qualifications

RECRUITMENT/RELOCATION/INCENTIVE May be requested through management and may be authorized up to 25% of base salary per year to be paid biweekly.

Position may be filled as a Term Appointment NTE 13 Months. Term appointments may be extended up to eight (8) years. With DoD approval Term appointments may be extended beyond eight (8) years.

Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.

In order to qualify you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: Experience evaluating program execution to identify ways to improve processes and procedures; Experience resolving logistics problems to enable sustainment; Experience utilizing knowledge of key functional areas such as supply maintenance transportation and financial management in order to best synchronize program requirements; AND Experience briefing or providing written reports on logistics plans/operations.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS12.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS12).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

Additional information

  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.
  • Employees who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a spaceavailable and reimbursable basis only.
  • Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters home leave etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
  • For positions in a foreign country that countrys laws or international agreements may have a direct impact on the ability of an employees same sex domestic partner or spouse to accompany the employee and receive certain benefits.
