Division/Program Summary Description:
The Division of Information Technologys mission and vision is to promote and protect the health of all New Yorkers through the use of innovative technology and health information that is useful and available. The nations leading local health department seeks a Senior IT Portfolio Manager join its awardwinning innovative technology team in revolutionizing public health IT.
Position Summary:
The role of IT Project Manager supporting the Division of Environmental Health is critical in supporting various projects related to healthy homes food safety and childcare inspections. The Project Manager brings indepth knowledge and experience in managing complex IT projects. The selected candidate must possess the necessary skills to oversee the planning execution and monitoring of technology initiatives specific to the Division of Environmental Health. This expertise ensures the successful implementation of IT solutions and systems to support the divisions operations.
Job Duties and Responsibilities:
Manage full project lifecycle and ensure successful project completion.
Provide vendor management from start to completion of project.
Ensure all IT systems comply with established cybersecurity protocols.
Work closely with the Office of IT Security to identify and address potential vulnerabilities in IT systems.
Serve as primary contact across all stakeholders for the project.
Manage the projects budget and vendor contract.
Facilitate communication across the projects interdisciplinary IT teams and Subject Matter Experts.
Identify and manage risks and issues develop contingency plans and take corrective actions.
Manage and utilize resources across project.
Manage stakeholder communication.
Preferred Skills:
3 years of experience in a role as IT project manager leading complex enterprisewide technical and/or business initiatives.
3 years of experience with managing SDLC Waterfall and/or Agile methodology projects.
3 years of experience in creating project management artifacts (project charter project plan timelines (MS Project or other project management software) requirements documents project and resource planning deployment plans support plans conversion plans.
3 years in gathering requirements business analysis use cases and creating functional requirements documents.
3 years of experience managing webbased applications especially .net and java webbased solutions using SQL Server 2008 and above.
3 years in vendor management.
Experience working with City of New York agencies is a plus but not mandatory.
Experience with programming in .net and/or java webbased applications is a plus but not mandatory.
PMP certification preferred but not mandatory.
Public health experience is a plus but not mandatory.

Qualifications :
1. A baccalaureate degree from an accredited college including or supplemented by twentyfour (24) semester credits in cyber security network security computer science computer programming computer engineering information technology information science information systems management network administration or a pertinent scientific technical or related area; or
2. A fouryear high school diploma or its equivalent approved by a States department of education or a recognized accrediting organization and three years of satisfactory experience in any of the areas described in 1 above; or
3. Education and/or experience equivalent to 1 or 2 above. College education may be substituted for up to two years of the required experience in 2 above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. In addition twentyfour (24) credits from an accredited college or graduate school in cyber security network security computer science computer programming computer engineering information technology information science information systems management network administration or a pertinent scientific technical or related area; or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school) may be substituted for one year of experience.
