Job Description

Division/Program Summary Description:

The mission of the Bureau of Immunization (BOI) is to prevent the occurrence and transmission of vaccinepreventable diseases (VPDs) through comprehensive immunization programs. BOI promotes immunization across the lifespan from infancy through adulthood works to eliminate disparities in vaccination coverage through data evaluation and support of equitable vaccination services and actively responds to VPD outbreaks to mitigate their spread and impact on communities.

Position Summary:

The Bureau of Immunization (BOI) is seeking a Program Evaluation and Equity Data Manager to lead a team in conducting evaluation projects that drive equitable and effective program practices and use data to inform policy and resource allocation decisions. Reporting to the Executive Director the manager will collaborate with all BOI offices to prioritize evaluation efforts and utilize quantitative and qualitative methods to assess program effectiveness. Additionally the manager will coordinate with the Health Departments Race to Justice (RTJ) initiative to address disparities in vaccination coverage and serve as the Bureaus liaison to RTJ teams.

Job Duties and Responsibilities:

Oversee the development and implementation of a systematic researchbased approach for evaluating the Bureau of Immunizations program activities.
Collaborate with internal and external partners to integrate equity principles into program design implementation and evaluation processes.
Collaborate with various units within the Bureau to establish and refine monitoring metrics and reporting processes to track progress effectively.
Design and enhance a robust data collection infrastructure for evaluation utilizing existing data and systems to support comprehensive assessments.
Lead research and evaluation projects and communicate findings through presentations manuscripts and other scientific outputs.
Manage Race to Justice initiatives across the Bureau overseeing both programmatic and workforcerelated efforts.
Supervise and mentor a team of City Research Scientists fellows and analysts providing guidance and support for their professional development.

Preferred Skills:

Indepth understanding of vaccinepreventable diseases and their public health implications.
Experience with the CDC Program Evaluation Framework including expertise in developing and utilizing logic models.
Demonstrated supervisory experience with strong management capabilities and leadership skills.
Exceptional interpersonal oral and written communication and presentation skills.
Proficient in designing and implementing evaluations developing performance metrics and managing data collection cleaning and analysis using statistical software such as R SAS or similar tools.

Qualifications :

1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of fulltime experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible fulltime research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
