Job Description

PROGRAM AND JOB DESCRIPTION:

The New York City (NYC) Bureau of Tuberculosis Control (BTBC) is committed to preventing the spread of tuberculosis (TB) and eliminating it as a public health problem in NYC. The core goals of the bureau are to identify all individuals with suspected or confirmed TB disease and ensure their appropriate treatment ideally on directly observed therapy (DOT) and to ensure that individuals at high risk for progression from latent TB infection to TB disease complete treatment and do not develop disease. The Office of Surveillance Informatics and Evaluation conducts surveillance of suspected and confirmed cases of TB; maintains the TB registry and case management system (Maven) of all TB cases contacts to TB cases persons suspected of having TB and children under 5 with latent TB infection (LTBI); partners with programs across the agency in cuttingedge public health informatics projects; and conducts data analysis and research to describe the epidemiology of TB in NYC to inform TB prevention and control policy. The office also coordinates interjurisdictional transfers of TB patients to ensure continuity of TB evaluation treatment and care.

We are seeking a candidate to join our office as the Team Lead for Informatics and Evaluation. This person with guidance and oversight of the Office Director will oversee a staff of approximately 6 staff in the conduct of informatics projects epidemiologic analyses and program evaluation. Their team will be responsible for crucial data analyses of surveillance data for purposes including but not limited to epidemiologic monitoring informing datadriven decisions by bureau leadership fulfilling mandatory reporting requirements fulfilling data requests from across the bureau and coordinating with other bureaus and programs on priority crossdivisional informatics projects. This person will also serve as one of the lead administrators for Maven and will coordinate with the Director in troubleshooting the system developing new functionality and provide all levels of oversight of the system.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Oversee and participate in the planning and execution of informatics projects involving the processing matching and integration of various data with the TB surveillance system
Engage with other bureaus divisions and partners in the agency on surveillance and informatic data initiatives
Oversee and conduct projects evaluating the effectiveness of TB control initiatives and other actions taken by the bureau
Serve as the lead data analyst for the bureau
Supervise and conduct QA activities to ensure data quality
Train and support data analysts in developing skills in various programming languages including SAS Python R and SQL.
Train and support data analysts in developing skills UI/UX and data visualization tools such as Tableau.
Design and implement data solutions to address new and ongoing bureau needs
Lead the development and maintenance of dashboards (ex. Tableau) for both epidemiological and case management purposes.
Advise as well as lead research projects using surveillance data.

PREFERRED SKILLS:
Proficiency with statistical programming languages such as SAS R Python and SQL
Proficiency with RedCap Tableau
Proficiency with MS Office
Strong analytical skills
Excellent oral written and presentation skills
Supervisory experience

Qualifications :

1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of fulltime experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible fulltime research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Appointments to this position are subject to a minimum probationary period of one year.
