The division of Roadway Repair and Maintenance (RRM) is seeking a candidate for the position of Deputy Director to support leadership in the divisions Resource Management Unit. RRM is comprised of approximately 1400 employees and is responsible for resurfacing and maintaining NYCs streets and arterial highways. The Resource Management unit oversees RRMs $266 million capital budget $190 million expense budget the Citys largest Inter Fund Agreement (IFA) program and reports on a variety of the divisions operational statistics and critical indicators. The unit is comprised of a team of analysts responsible for coordinating with RRMs administrative and operational units to ensure the divisions priorities are adequately funded. The Deputy Director will report directly to the Director of Resource Management and is responsible for development and tracking of capital and expense budgets for the division. The Deputy Director will support the Directors supervision of staff and ensure the division s priorities are adequately funded. The Deputy Director works closely with RRM Administration and field offices and coordinates with DOT ACCO Budget and Policy offices as well as with partners outside the agency such as OMB DCAS and others to manage critical initiatives analyses budget submissions IFA voucher and grants reimbursements. The position is responsible for management development funding and procurement of contracts essential to the operations of the division. The unit is assigned a variety of adhoc and special projects that require costbenefit quantitative statistical and economic analysis. The Deputy Director is expected to support the Director in execution of daily responsibilities special project assignments and provide recommendations and advice on policies initiatives and strategies to Executive Management within the division.

Qualifications :

1. A masters degree from an accredited college or university accredited by regional national professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university accredited by regional national professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory fulltime professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; or in management or methods analysis operations research organizational research or program evaluation; or in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area.

To be eligible for placement in Assignment Level II individuals must have after meeting the minimum requirements one additional year of professional experience as described in 2 above.
