HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness Mayor Adams comprehensive housing framework. To support this important work the administration has committed $5 billion in new capital funding bringing the 10year planned investment in housing to $22 billion the largest in the citys history. This investment coupled with a commitment to reduce administrative and regulatory barriers is a multipronged strategy to tackle New York Citys complex housing crisis by addressing homelessness and housing instability promoting economic stability and mobility increasing homeownership opportunities improving health and safety and increasing opportunities for equitable growth.
Your Team:
Housing Preservation & Development Technology (HPD Tech) is the IT division within HPD. The Office of HPD Tech leads the agencys effort to transform HPD through technology by promoting productivity and eliminating manual processing shrinking costs and increasing the pace of work. HPD Tech works to improve effectiveness of business processes using core applications for flawless execution. HPD Tech empowers decision makers with access to quality (complete and accurate) information to anticipate and proactively react to building neighborhood and market conditions.
The Office of HPDTech is composed of 7 units: CIO (Chief Information Office) CTO (Chief Technology Office) CPO (Chief Product Office) Budget Enterprise Architecture Planning & Compliance and Information Security.
Your Impact:
As a Solutions Developer (SD) reporting to the Assistant Commissioner of Enterprise Architecture you will developing solutions for all project implementations within HPD Tech.
Your Role:
This position will be responsible for aligning the project solutions with overall Enterprise Systems strategy and plans. The Solutions Developer will work closely with tech leads to guide the projects through all the phases of agile methodology. The Solutions Developer will work closely with HPD Tech lead and data architect in developing Sprint 0 documentation according the specification HPD Techs agile methodology.
Key Responsibilities:
Security Compliance: Work with tech leads to ensure the Citys security guidelines are implemented effectively.
Enterprise Solution Development: Collaborate closely with the Executive Director of Enterprise Architecture to develop scalable solution services for use across the enterprise.
Cloud Solution Deployment: Partner with Architecture Infrastructure and Application teams to roll out cloudbased solutions including those on Azure.
Service Expansion: Identify opportunities within projects to expand HPD Techs enterprise services and microservices footprint.
Research and Development: Assist the Executive Director of Enterprise Architecture in researching and evaluating new products and services such as Service Bus and service layers for potential inclusion in HPD Techs development toolkit.
Solution Design and Development: Create highquality scalable and maintainable .NET applications based on business requirements.
Stakeholder Collaboration: Work closely with product managers business analysts and other stakeholders to gather requirements and provide technical insights.
Code Reviews and Standards: Participate in code reviews ensuring adherence to coding standards and best practices.
Performance Optimization: Analyze application performance and implement optimizations to enhance speed reliability and scalability.
Technical Documentation: Create and maintain technical documentation for application design code and processes.
Continuous Learning: Stay uptodate with the latest developments in .NET and related technologies to continuously improve the teams technical capabilities.
Preferred Skills:
Extensive Experience: 6 or more years of experience in the following areas:
NTier Architecture: Expertise in ntier application development using Microsoft .NET tools and technologies.
SOA and Microservices: Experience in the design and implementation of SOA services using SOAP WCF Web Services Web API RESTful services and microservices with Microsoft .NET.
Data Modeling: Experience with data modeling and database development including creating Entity Relationship Diagrams (ERD) Data Flow Diagrams (DFD) and Reverse Engineering (RE).
Integrated Development Environment: Experience with Microsoft Visual Studio .NET including development and DevOps.
Security Requirements: Experience with highly complex application security requirements.
Messaging Queues: Familiarity with RabbitMQ Kafka or similar messaging queue tools.
.NET Expertise: Strong understanding and experience with both .NET Framework and .NET Core for building scalable highperformance applications.
C# Proficiency: Expertlevel knowledge of C# for writing and maintaining .NET applications.
Web Development: Experience with ASP.NET ASP.NET MVC and Web API for developing web applications and services.
FrontEnd Technologies: Familiarity with HTML5 CSS3 JavaScript and frontend frameworks such as Angular React or Vue.js.
Version Control: Familiarity with Git GitHub or Azure DevOps for version control and collaborative development.
CI/CD Knowledge: Understanding of Continuous Integration/Continuous Deployment (CI/CD) practices and tools such as Azure DevOps Jenkins or TeamCity.
Agile Experience: Experience working in Agile or Scrum environments including participation in sprint planning standups and retrospectives.
ProblemSolving: Strong analytical and problemsolving abilities to troubleshoot and resolve complex technical issues.
Communication: Effective verbal and written communication skills for collaborating with crossfunctional teams and stakeholders.
NOTE: This position may be eligible for remote work up to 2 days per week pursuant to the Remote Work Pilot Program agreed to between the City and various unions.
NYC residency is not required.
Qualifications :
(1) A baccalaureate degree from an accredited college including or supplemented by twentyfour (24) semester credits in computer science or a related computer field and two (2) years of satisfactory fulltime software experience in designing programming debugging maintaining implementing and enhancing computer software applications systems programming systems analysis and design data communication software or database design and programming including one year in a project leader capacity or as a major contributor on a complex project; or
(2) A fouryear high school diploma or its educational equivalent and six (6) years of fulltime satisfactory software experience as described in 1 above including one year in a project leader capacity or as a major contributor on a complex project; or
(3) A satisfactory combination of education and experience that is equivalent to (1) or (2) above. College education may be substituted for up to two years of the required experience in (2) above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. A masters degree in computer science or a related computer field may be substituted for one year of the required experience in (1) or (2) above. However all candidates must have a four year high school diploma or its educational equivalent plus at least one (1) year of satisfactory fulltime software experience in a project leader capacity or as a major contributor on a complex project.
NOTE: In order to have your experience accepted as Project Leader or Major Contributor experience you must explain in detail how your experience qualifies you as a project leader or as a major contributor. Experience in computer operations technical support quality assurance (QA) hardware installation help desk or as an end user will not be accepted for meeting the minimum qualification
requirements.
Special Note
To be eligible for placement in Assignment Level IV in addition to the Qualification Requirements stated above individuals must have one year of satisfactory experience in a project leader capacity or as a major contributor on a complex project in data administration database management systems operating systems data communications systems capacity planning and/or online applications programming.
