The Department of Social Services enhances the quality of life for all New Yorkers by providing temporary help to eligible individuals and families with social service and economic needs to assist them in leading independent lives. These goals are accomplished by effectively administering a broad range of social welfare programs and services.
The Department of Social Services (DSS) is comprised of the administrative units of the NYC Human Resources Administration (HRA) and the Department of Homeless Services (DHS). Through integrated management for HRA and DHS client services can be provided more seamlessly and effectively. The City leverages shared services functions across agencies which results in better daytoday management and building an integrated mission across agencies.
Under the executive direction of the DSS Executive Deputy Commissioner with wide latitude for the exercise of independent initiative judgment decision making and action the Assistant Deputy Commissioner DSS Office of Planning Management manages and directs the operational activities of the unit. This unit is accountable for providing planning and management support to drive intra and interagency key initiatives implementing multiple critical priority and pilot projects as well as developing and managing the redesign of Agency services. In cooperation with Executive Deputy Commissioner and the agencys senior executive management participates in the planning development and implementation of strategies create action plans and review and operationalize multidepartmental processes across the agency.
The Department of Social Services (DSS) is recruiting for one (1) Administrative Staff Analyst to function as an Assistant Deputy Commissioner DSS Office of Planning Management who will:
Work in conjunction with the Executive Deputy Commissioner HRA and DHS Administrators and Agency Chiefs in the planning implementation and management of Agencywide multidepartmental projects involving the redesign of Agency services including improvement of programs operations enhancement to existing internal workforce processes or related social service initiatives.
Oversee executive tracking and reports management and provides strategic direction and consultation to all program areas with respect to the improvement of programs operations and processes organizational structures setting up new programs implementing multiyear plans and antipoverty Mayoral initiatives. Manage weekly and monthly executive initiative trackers and quarterly reporting on the progress of key Mayoral initiatives.
Manage consultant contract and oversees internal activities to solicit input on improvements to Agency services. Activities managed include documenting business processes; analyses of opportunities to maximize efficiencies reduce waste and improve quality and consistency of services; realigning organizational structures roles and responsibilities to enable staffing and workflow efficiencies and better management resources; establishing internal performance management metrics and tools such as staffing models and staff activity analyses to enable areas to continue to improve and evolve their operations over time offering lasting benefits.
Oversee and direct staff in the development of multifaceted planning methodology in the application of appropriate complex analyses and project management of highprofile projects. Responsibilities include conceptualizing and providing methodological framework for research and project designs and directing staff in areas of development of programs and services in accordance with research and databased findings.
Determine priorities for projects studies and special projects requested by the Commissioner and executive staff. Develop policies goals and priorities for the Planning Office. Responsible for resource planning and setting initial budget proposal for the area.
Participate in the planning development and formulation of policies and procedure for implementation of new and current programs changes. Takes the necessary management actions to ensure that proper policies and planning processes practices are in place for senior staff approval to implement program changes that support improvement of Agency services.
Represent the Executive Deputy Commissioner at meetings with executive management Administrators First Deputy Commissioner contracted providers community partners and other city agencies to discuss the planning and management of critical initiatives operational policy changes Agencys planning needs and timely completion of projects.
In consultation with the Executive Deputy Commissioner manages critical initiatives to support Agencies and Citys priorities. Coordinates and collaborates with a wide array of critical partners within the Department of Social Services (DSS) Human Resources Administration (HRA) Department of Homeless Services (DHS) and with other City Agency and external partners including the Office of Technology Innovation the Metropolitan Transit Authority/NYC Transit to lead highly complex crossagency projects and programs.

Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration public health human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school and two years of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; or in management or methods analysis operations research organizational research or program evaluation; or in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management. Eighteen (18) months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
2. A baccalaureate degree from an accredited college and four years of satisfactory fulltime professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory fulltime professional experience as described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
4. A fouryear high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and eight years of satisfactory fulltime professional experience as described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
5. A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma and at least two years of experience as described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
