Job Description

Administrative Staff Analyst (NonManagerial) Former M31002E Post with multicivil service title strategy as follows: Open to candidates who are permanent in the civil service title of Administrative Staff Analyst I (nonmanagerial) or the comparable civil service titles of Administrative Manager I (nonmanagerial) and Health Services Manager I (nonmanagerial)

The Division of Disease Controls mission is to safeguard the health of New Yorkers through identification surveillance treatment control and prevention of infectious diseases which is achieved through varied and interrelated endeavors of its seven Bureaus. The Bureau of Division Management & Systems Coordination (DMSC) leads administrative surveillance informatics preparedness policy communications community engagement and racial equity and social justice activities for the Division and guides the strategic use of Division resources to advance innovative and effective policies and programs.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Track and maintain headcount employee data and related personnel information including development of tracking systems.
Responsible for continuous improvement and innovation as it related to improving processes addressing performance creating action plans and supports the career growth and development of employees.
Oversee the development of metrics for HRIS (Human Resources Information Systems) related transactions such as hires promotions transfers terminations discipline records etc.
Supervise HR staff in the preparation of posting notices job analyses new hire and salary adjustment paperwork; actively participates in the recruitment and on boarding process.
Develop Standard Operating Procedures (SOPs) to inform staff on division/agency specific HR procedures.
Works closely with supervisors and managers to advise counsel & provide coaching & resolution to address employees performance; provides performance management guidance to line management.
Responsible for maintaining a highly engaging culture motivating employees fostering an environment with high levels of teamwork accountability communication and vision to division.
Develop organizational strategies by identifying and researching human resource issues contributes information analyses and recommendations in support of Divisions strategic direction. Perform other HR & management tasks as needed.
Perform qualitative and quantitative analysis necessary for recommendations and monitoring performance. Prepare confidential and nonconfidential summary reports monthly and ad hoc reports for the Assistant Commissioner to inform them of all HR issues and concerns.
Assist the Assistant Commissioner in formulating strategies or suggest changes or improvements to current HR business plans policies and procedures.
Plan and implement the goals and objectives and the strategies of the HR Partnerships.

PREFERRED SKILLS:
Hands on knowledge of New York City Automated Personnel System (NYCAPS) and other HRIS systems.
Extensive knowledge of the Citys Civil Service Rules and Regulations Citywide Personnel Services Bulletins (PSBs) and relevant Employment and Labor Laws.
Supervisory experience managing a team of professionals.

Qualifications :

1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
