Job Description

ELIGIBLE ON UNDER THE 55A PROGRAM.***

The Office of Safety Education and Outreach (SEO) seeks a Director of Special Programs to oversee the growth and development of citywide traffic safety programs to help reduce traffic crashes injuries and fatalities through education and outreach for older adults drivers motorcyclists truck drivers bicyclists emicromobility users and other highrisk populations and underresourced communities. The Director of Special Programs will report directly to the Assistant Commissioner of SEO and responsibilities will include supervising staff who manage daytoday operations for older adult driver truck motorcycle bike and emicromobility safety education programs. The Director will work with supervised staff to set timelines and benchmarks provide training identify target communities and program sites establish contacts throughout the five boroughs to help expand programs create tools for program evaluation and implement protocols to ensure program goals are met including grantfunded program deliverables. The Director will meet regularly with program managers and work closely with other SEO Directors including the SEO Chief of Staff to coordinate the planning implementation and evaluation of programs and provide regular reports on program status to the A/C of SEO. The Director will handle administrative work for SEO including assisting with regular meetings with other DOT units and outside organizations and Personnel tasks. Specific tasks for this job include: oversight of staff managing direct service programs to address older adult safety and active transportation programs; including Vision Zero workshops and traffic safety theater programs; oversight of staff who plan and conduct truck safety programs for commercial drivers elementary school truck safety programs motorcycle safety skills practice sessions truck and motorcycle safety awareness outreach for all road users; and oversight of staff who plan and conduct bicycle and emicromobility safety and encouragement community programming for all age groups. Responsibilities also include: working with staff managing the Get Kids Biking program for 7th Graders in collaboration with NYC Public Schools and Bike New York to improve coordination of all elements of the program including the management of bike storage; overseeing efforts to expand bike outreach to schools with organized rides and integration into PE classes after school or other class activities; troubleshooting logistic problems; coordinating with the DOT Bike Group to plan events with families and communities in locations where DOT is installing bike lanes and in connection with bike encouragement and seasonal bike safety campaigns. The Director will also: assist the A/C of SEO with Personnel tasks including preparing job postings reviewing resumes scheduling and conducting job interviews ensuring staff evaluations are completed and creating and updating org charts and other Personnel tools; assist the A/C in her roles as Chair of the NYC STOPDWI Policy Group and Chair of the Emicromobility Communications on developing citywide outreach plans; help create educational materials around emicromobility and align program assets with ebike legislation; and serve as the liaison for ebike and battery buyback programs and other delivery cyclist programs. In addition the Director will attend meetings as a representative of NYC DOT including meetings with Community Boards School Boards PTAs and other groups to provide presentations about available SEO programs; oversee the handling staff calendars program activity reports spreadsheets for program planning and evaluation PowerPoint and other presentations for internal and external partners; and perform related administrative functions. Some tasks for this job will require evening and/or weekend overtime work.


Qualifications :

1. A baccalaureate degree from an accredited college or university accredited by regional national professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and four years of satisfactory fulltime community liaison community organization or community relations experience at least two years of which must have been in a broad administrative or policymaking capacity with responsibility for planning organizing coordinating developing evaluating and/or administering a large community service program or activity; or
2. A fouryear high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization and eight years of satisfactory fulltime experience as described in 1 above at least two years of which must have been in a broad administrative or policymaking capacity with responsibilities as described in 1 above; or
3. Education and/or experience equivalent to 1 or 2 above. Undergraduate education above the high school level may be substituted for the community liaison community organization or community relations experience but not for the two years of broad administrative or policymaking experience described in 1 above at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience up to a maximum of 4 years. Graduate education beyond the baccalaureate degree may be substituted for the community liaison community organization or community relations experience but not for the two years of broad administrative or policymaking experience described in 1 above on the basis of 30 graduate credits from an accredited college or university (as described above) for each year of experience up to a maximum of 2 years. However all candidates must possess a fouryear high school diploma or its educational
equivalent approved by a States Department of Education or a recognized accrediting organization and two years of fulltime experience in a broad administrative or policymaking capacity with responsibilities as described in 1 above.
