Job Description

TASK FORCE: Stimulus and FEMA Revenue Analysis

UNIT: Revenue Accountability and Reporting

JOB TITLE: One (1) Assistant Analyst / Analyst

CONTROL CODE: BAW2508


SUMMARY:

The Mayors Office of Management and Budget (OMB) is the City governments chief financial agency. OMBs staff of analysts and experts assembles and oversees the Mayors expense and capital budgets which fund the services and activities of approximately 90 City agencies and entities.

Within OMB the Stimulus and FEMA Revenue Analysis Task Force monitors Federal funding supporting the Citys response to the Coronavirus pandemic and other disasters such as Hurricane Ida and Isaias. Within the Stimulus and FEMA Revenue Analysis Task Force the Revenue Accountability and Reporting Unit will be responsible for providing budget management of $5.88 billion in Stimulus and $7.2 billion in FEMA Disaster Recovery grants within the Citys Financial Management System and other databases.


JOB DESCRIPTION:

The duties of the position include the following:

Assist in tracking and managing Federal revenue supporting the Citys response to the Coronavirus pandemic and other disasters such as Hurricane Ida and Isaias.
Support the fiscal review of $7.2 billion in expenditures submitted for grant reimbursements to ensure timely and accurate recognition of revenue and cash receipts.
Provide assistance to ensure that the fiscal impact of Federal grant awards is accurately reflected in the Citys budget and support budget and accounting guidance as needed.
Assist in monitoring forecast and yeartodate expenditures conduct basic risk assessments and help recommend corrective actions as required.
Assist in the development and maintenance of reports to make expenditure and revenue data accessible to technical and nontechnical stakeholders.
Collaborate with agency task forces and the City Comptrollers Office to assist in creating required accounting entries in the Citys Financial Management System (FMS).
Assist in developing and running adhoc queries InfoAdvantage reports and SAP Crystal downloads as needed.
Provide support for process improvements or analytical projects on an adhoc basis.



QUALIFICATIONS:

Strong analytical organizational and problemsolving skills with an emphasis on attention to detail.
Strong interpersonal skills and the ability to maintain working relationships.
Strong written and spoken communications skills.
Ability to work independently as a selfmotivator and to motivate others.
Ability to work calmly and proficiently under pressure and to adhere to deadlines.
Must possess strong technical skills including a proficiency in Microsoft Office software (Excel Word PowerPoint) and the ability to learn new technology quickly.
Prior experience with Financial Management System (FMS) is preferred.

REQUIREMENTS:

Assistant Analyst ($58851): Bachelors degree in Business Finance Economics Accounting Public Policy Analysis/Administration or related field with no or one year of fulltime experience.

Analyst ($74893): Bachelors degree in Business Finance Economics Accounting Public Policy Analysis/Administration or related field and a minimum of two years of fulltime experience in budgetary planning/management financial analysis audit compliance accounting public policy analysis/administration or a related field; or an awarded Masters degree in Business Finance Economics Accounting Public Policy Analysis/Administration or related field and one year of relevant experience.


Qualifications :

1. A baccalaureate degree from an accredited college.
