The Department of Social Services Accountability Office (DSSAO) is responsible for supporting the integrity of social services programs administered by the New York City Human Resources Administration (HRA) Department of Social Services (DSS) and Department of Homeless Services (DHS).
DSSAO maintains the operation of the Office of Audit Services (OAS) and Office of Quality Assurance (OQA) Office of Accountability Strategies (OAS) Compliance and Contract Monitoring (CCM) Investigation Revenue and Enforcement Administration (IREA) Office of Data Security Management (ODSM) and the Accountability Initiative and Change Monitoring (AICM).
The Office of Quality Assurance and Fiscal Integrity (OQA&FI) oversees quality efficiency and financial integrity for select HRA programs (primarily the Family Independence Administration and the Medicaid Program). Within OAQ&FI PERT is tasked with aggressively monitoring program compliance with Agency policy and changes under welfare reform.
The Office of Quality Assurance & Fiscal Integrity is recruiting for (1) Admin Staff Analyst NM II to function as a(n) Director PERT who will:
Evaluate reports and other source material pertaining to the units audits/reviews on HRA/DHS programs/services and gives final approval on recommendations made by the Deputy Director Assistant Directors Case Reviewers and Analysts for submission to senior leadership in various departments to ensure that recommendations are compatible with the Agencys management goals.
Oversee the design and execution of customized audit instruments data collection and complex analytical tools used to monitor and report compliance with complex and/or highprofile lawsuit stipulations and court orders.
Oversee the preparation of analyses and comparative reports by the Deputy and Assistant Directors based on the data collected by various sources such as Job Stat Caper Reports OTDA QC reviews WMS POS etc. to assist individual FIA centers and other HRA programs in determining problem areas and training needs.
Provide expertise to PERT staff that monitor newly formulated corrective action initiatives within the FIA programs to ensure that recommended solutions are feasible and in compliance with federal state and local regulations oversight agency mandates or corrective action plans and lawsuit stipulations.
Collaborate with the Assistant Deputy Commissioner and Deputy Director and various HRA DHS and DSS program areas including the Office of Legal Affairs on formulating strategies for all special projects assigned to PERT; participate in meetings with representatives of the same to discuss the design and implementation of audit instruments and to prioritize work assignments.
Collaborate with Regional Managers Directors and other senior staff and analysts through meetings presentations and/or workshops to identify areas for system innovation and workflow improvement and develop strategies to correct existing agency deficiencies ensure lawsuit stipulation compliance and minimize the risk of financial sanctions.
May assume responsibility for the operation of the Office of Quality Assurance & Fiscal Integrity in the absence of the Assistant Deputy Commissioner.

Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
