Job Description

Division/Program Summary Description:

The New York City Department of Health and Mental Hygiene (DOHMH) a recognized leader and innovator in public health and mental hygiene services nationally and internationally seeks a dynamic Reporting Analyst o join its challenging fastpaced division of Finance.

The Division of Finance has central responsibility and authority for policy analysis program development performance tracking and improvement financial management resource maximization and technical assistance. Finance helps to ensure that programs and administrative operations have the information analysis funding and technical capacity to deliver critical services effectively and meet DOHMHs objectives.

Position Summary:
The selected candidate for this position under the direction of the Financial Systems Manager and with wide latitude for independent initiative and judgment is responsible for leveraging data analysis and research for public health initiatives to inform decisionmaking and resource allocation

The Bureau of Finance Administration and Planning within the Division of Finance requests to hire one City Research Scientist Level II to perform the duties of Reporting Analyst in the Division of Finance Systems and Reporting Unit.

Position Description:

The selected candidate for this position under the direction of the Financial Systems Manager and with wide latitude for independent initiative and judgment is responsible for leveraging data analysis and research for public health initiatives to inform decisionmaking and resource allocation. This role involves the collection analysis and interpretation of health and financial data to identify trends evaluate public health program effectiveness and drive evidencebased decisions. The successful candidate will possess strong analytical skills expertise in data visualization tools and the ability to collaborate effectively with diverse stakeholders.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Research and analyze public health data from electronic health records billing systems and other relevant sources.

Develop and implement research standards to ensure highquality and reproducible research.

Stay uptodate on latest methodologies in data analysis and research.

Prepare comprehensive reports and presentations summarizing research findings on data relevant to city public health initiatives.

Prepare financial reports and presentations for department leadership and external stakeholders.

Utilize data visualization tools (e.g. Power BI) to create interactive dashboards and reports that effectively communicate complex data findings.

Develop datadriven insights and recommendations to inform decisionmaking by agency leadership.

Coordinate with multiple teams to manage shared resources and ensure efficient project workflows.

Manage adhoc requests related to health data systems from internal or external parties.

Respond to adhoc requests for health and financial data from internal and external stakeholders.

Ensure data quality and integrity through rigorous data cleaning and validation processes.

Provide general support of Finance systems; both internal and external

Other related tasks as assigned by the management staff

Technical Skills: Programming: Proficiency in Python or R for building data pipelines and automation.

Database Systems: Strong SQL skills for querying and managing data within relational databases (e.g. MSSQL).

ETL/ELT: Experience designing implementing and maintaining Extract Transform Load (ETL) or Extract Load Transform (ELT) pipelines for data integration.

Data Warehousing: Understanding of building and maintaining structured data repositories (warehouses).

Reporting Skills: Data Visualization: Proficiency in tools like Power BI to create interactive reports and dashboards.

Data Analysis: Ability to extract insights from data using statistical methods and identify trends. Communication: Clearly conveying technical findings to nontechnical stakeholders.

SQL Proficiency: Writing complex SQL queries to extract and aggregate data for reporting.

Preferred Skills:

Data Modeling: Designing data models that optimize for querying and reporting efficiency.
Software Engineering Best Practices: Version control code review and testing to ensure data pipeline reliability.
Problem Solving: Ability to troubleshoot and resolve technical issues.
Collaboration: Working effectively with data analysts data scientists and business stakeholders.
Communication: Explaining complex concepts to both technical and nontechnical audiences.
Attention to Detail: Ensuring data accuracy and consistency in reporting.

Qualifications :

1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of fulltime experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible fulltime research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Appointments to this position are subject to a minimum probationary period of one year.
