TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE OF ASSOCIATE STAFF ANALYST OR BE REACHABLE ON THE ASSOCIATE STAFF ANALYST CIVIL SERVICE LIST OR ELIGIBLE UNDER THE 55A PROGRAM.
DOTs Bike Share & Shared Mobility unit is responsible for planning oversight and management of the Citi Bike program dockless escooter and ebikeshare services and other emerging micro mobilityshare services. Citi Bike New York Citys bike share program currently reaches four boroughs with more than 30000 bicycles and 2000 stations and is continuing to grow. The program has become an integral part of NYCs transportation network and in 2024 more than half of NYCs population lives within a 5minute walk of a Citi Bike station. Escooter share services have been operating in the East Bronx for several years and expanded into Eastern Queens in June 2024 and has grown to as many as 12000 vehicles later this year.
Under the direction of senior unit staff with wide latitude for independent initiative and judgment this candidate will: perform difficult professional work in the preparation and administration of a work program for the expansion of bike share and shared micromobility services into new neighborhoods planning infill efforts in existing service areas and planning improvements to existing bike share and micro mobilityshare services; identify technically viable sites for potential bike share and shared mobility stations including fieldwork drawing review permit coordination vendor deployment and updating program databases with accurate site information; conduct of economic research and studies related to bike share and shared mobility services; coordinate with other DOT divisions other City agencies private contractors public officials community groups and other key stakeholders to resolve problems pertaining to bike share and shared mobility services; create presentations maps and materials for highlevel decisionmakers and public presentations; utilize computerbased tools to evaluate patterns and trends in the services using program data and other available data sources; make presentations and address private and public groups explaining the objectives techniques and implications of DOTs bike share and shared mobility policies or plans; conduct complex studies and surveys of management methods equipment space staffing personnel and other related areas concerning the operation of bike share and shared mobility services; supervise subordinate staff performing such work as required; and perform related duties.
Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration public health human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school and one year of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management or in a related area; or
2. A baccalaureate degree from an accredited college and three years of satisfactory fulltime professional experience in the areas described in 1 above.
3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory fulltime professional experience as described in 1 above.
4. A fouryear high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and seven years of satisfactory fulltime professional experience as described in 1 above.
5.A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma and at least one year of experience as described in 1 above.
