Job Description

**ALL APPLICANTS MUST BE PERMANENT IN THE TITLE OF ADMIN. PROJECT MANAGER.**

The New York City Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water collecting and treating wastewater and reducing air noise and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country with nearly 6000 employees. We deliver 1.1 billion gallons of highquality drinking water per day to 8.5 million New York City residents and more than 1 million people in Upstate New York and we collect and treat an average of 1.3 billion gallons of wastewater per day.

New York City has approximately 140000 catch basins 114000 hydrants 90000 valves 14 gatehouses 3 reservoirs 68 groundwater wells a 100milliongallon underground storage tank and 7000 miles each of both sanitary sewers and water mains. The responsibility of maintaining these vast networks falls under the Department of Environmental Protections Bureau of Water and Sewer Operations (BWSO).

The Bureau of Water & Sewer Operations seeks to hire a Chief of Permitting and Review within the Division of Engineering Connections and Permitting. The Permitting and Review unit is divided into two main sections: Water and Sewer Permitting unit and the Sewer Connection Review unit. The Deputy Chief of the Water and Sewer Permitting unit are responsible for 1015 staff of varying expertise including mechanical and civil engineers as well as administrative staff. The group is responsible for the review and permitting of water and sewer service connections coordination with the inspection unit legal customer service operations as well as cross connection unit. The Deputy Chief of the Sewer Connection Review unit is responsible for all of the House Connection Plan and Site Connection Plan reviews that are associated with the universal storm rule. There is also a smaller unit that handles the dewatering applications pool discharge permits internal water main applications etc. The Chief is responsible for managing these units while focusing on making improvements to review and permitting processes and trying to find ways to decrease turnaround times and reduce the number of resubmissions.

Specific responsibilities include but are not limited to:
Provide guidance on policy proposed rules and identify any gaps or commons errors. Proactively track and develop new rules and regulations and stay relevant with existing and proposed state and federal requirements as well other associations (WEF and AWWA for example).
Demonstrate a comprehensive knowledge of regulations and policies. Regulations are understood and communicated to staff and applicants as needed. Technical conflicts are resolved immediately to minimize potential impacts on program reporting.
Projecting the number and types of staff needed by the work unit and using various personnel management system components (e.g. recruitment selection promotion performance appraisal) in managing the unit. Report out on any project delays staffing issues backlogs and develop alternative solutions.
Develop training and guidance manuals for internal staff as well as public facing documents.
Engages in studies investigation or examinations related to the engineering functions or activities of the department including the connection & permitting.
Projecting the number and types of staff needed by the work unit and using various personnel management system components (e.g. recruitment selection promotion performance appraisal) in managing the unit. Work with staff in developing staffing plans workload evaluations team metrics and trends.
Actively supervise and administrate for the daily operations in Permitting including engineers technicians and clerical/administrative personnel.
Review all necessary information and statistics in the preparation of weekly monthly and yearly metrics and other city council reports as required.
Conduct meeting with Professional Engineers Registered Architects Licensed Plumbers Contractors Industry other City Agencies other Bureaus within DEP and Bureau personnel regarding issues and questions on plan design and processing.
Responsible for ensuring staff have adequate supplies equipment and facilities; overseeing procurement/contracting activities; and/or overseeing logistical operations.


Qualifications :

1. A baccalaureate degree from an accredited college in engineering engineering technology architecture landscape architecture architectural technology construction construction management construction technology sustainable design urban planning urban studies city planning transportation planning business administration or public administration and five years of fulltime satisfactory experience in the planning administering or expediting of engineering design and/or construction or coordinating a very large engineering project two years of which must have been in an administrative managerial executive or supervisory capacity; or
2. A four year high school diploma or its educational equivalent and nine years of experience as described in 1 above; two years of which must have been in an administrative managerial executive or supervisory capacity; or
3. Education and/or experience equivalent to 1 or 2 above. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelors degree from an accredited college or university in engineering engineering technology architecture landscape architecture architectural technology construction construction management construction technology sustainable design urban planning urban studies city planning transportation planning business administration or public administration; (b) An accredited Masters degree in one of the disciplines described in 1 above; (c) a Juris Doctor degree or (d) a valid New York State license as a Professional Engineer Registered Architect or Landscape Architect. However all candidates must have the two years of the administrative managerial executive or supervisory experience as described in 1 above.
