Job Description

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to selfsufficiency as quickly as possible.

DSS/HRA Fair Hearing Administration is responsible for providing representation of the Agency at NYS Administrative Hearings in the following program areas: Cash Assistance (CA) Supplemental Nutrition Assistance Program (SNAP) IREA HASA and MISCA Medical Assistance (MA).

Fair Hearing New Initiatives & Quality Analysis (FHNIQA) unit offers ongoing support resources and guidance for all new initiatives related to FIA Medicaid Advocate Inquiry Office of Administrative Hearing (OAH) Office Program Performance & Financial Management (OPPFM) and Department and Homeless Services (DHS). The Administrative Staff Analyst NMI functions as Project Manager of Fair Hearing New Initiatives & Quality Analysis section is responsible for compiling reporting and analyzing all Fair Hearing related statistics including but not limited to courtordered statistical reporting statistical reporting and analysis for the commissioners monthly report providing data upon request to the Mayors Office of Operations providing information to the City Council measuring the success of new initiatives and providing statistical information that will assist in supporting the agencys primary goal of selfsufficiency for program participants.

Under the general direction of the Director with wide latitude for independent judgement action and initiative the Project Manager of Fair Hearing New Initiatives and Quality Analysis is responsible for providing statistical technical and communicative support to DSSHRADHS and to other FHA programs including Fair Hearing Representation (FHR) Centralized Packet Review Unit (CPRU) Fair Hearing Administration and Fair Hearing Tracking and Monitoring Review Unit (FHTMRU) to ensure policies and procedures are adhered to. The Project Manager provides day to day management of analytical staff and guides the creation of improved performance tracking and reporting tools including flowcharts report templates and business requirements. The Project Manager reports Fair Hearing operational issues and observations from New York State administrative hearings to the Deputy Chief Legal Affairs Officer.

The Office of Legal Affairs/ Division of Fair Hearing Administration is requesting to recruit for an Administrative Staff Analyst NM1 to function as Project Manager at its Fair Hearing New Initiatives and Quality Analysis (FHNIQA) Fair Hearing & Conference (FH&C) and PreNotice of Intent (PreNOI) Unit who will:

Direct Fair Hearing Quality Control Analysts/Associate Staff Analysts in the resolution of issues affecting fair hearing avoidance and FIA field operations. Reviews existing Fair Hearing Processes by reviewing procedures policies reports and data to ensure the program meets prescribed milestones pertaining to the Fair Hearing Win Rate. Identifies special operational problems and develops solutions in consultation with FHA managers. Provide analytical support on research projects and manages FH Quality Control Analysts in producing reporting tools.

Maintain liaisons between both NYC Senior Principal Hearing Officers and New York State Department of Social Services (NYSDSS)/Office of Administrative Hearings (OAH). Attends administrative meeting to ensure the coordination of both state/city initiatives and policies are adhered to at all levels in Fair Hearing.

Coordinate with FIA Operations/Regional Administration to convey information pertaining to Fair Hearing operations/procedures/policies and workflow. Ensure information and data for JobStat/SNAPStat preparation is reviewed. Review findings; coordinate the development and implementation of a corrective action plan.

Coordinate with FIA Center Operations and Regional Administration to ensure information found in preparing Evidence Packets in Fair Hearing Evidence Management System (FHEMS) application and Fair Hearing outcomes in Fair Hearing Information System (FHIS) are available for corrective action plans necessary to improve the DSSHRADHS operations; develop and provide technical support to FHA regarding FHEMS application.

Create standard operating procedures using technical expertise for the maintenance and enhancement of data tracking systems.

Oversee requests for FHA pertaining to statistical/data correspondence inquiries from inter/intragovernmental agencies as well as the advocate community; to ensure information is accurately conveyed and all issued/concerns are addressed accordingly by Fair Hearing management. Directs Associate Staff Analysts in the execution of queries and presentation of statistical data.

Monitor the execution of various queries for a variety of new and existing analytical reports including DSSHRADHS win rate JobStat /SNAPStat Fair Hearing Compliances Learning Path Course and Event Summary for Frontline staff and Supervisor to ensure data output is accurately tabulated. Ensures integrity of data generated by the Associate Staff Analysts and Fair Hearing administration units and reviews data collected from the Office of Temporary Disability Administration (OTDA)/Office Administrative Hearing (OAH).


Qualifications :

1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
