THE DIVISION
The Pipeline and Commission Operations team is responsible for scheduling organizing and running Review Sessions and Public Meetings of the City Planning Commission. The Division Advises the City Planning Commission Chair and DCP staff on the land use review process tracks land use applications through the Uniform Land Use Review Procedure (ULURP) and nonULURP applications from filing to vote reviews CPC Reports develops Review Session agendas and Public Meeting calendars and maintains the agencys Zoning Application Portal (ZAP) database. The Division is a critical resource for informing the public of projects moving through public review and serves as the liaisons for communities submitting recommendations on proposals in public review. Work performed in the Division is highly deadline driven and requires indepth knowledge of the Citys land use process. The team also tracks the movement of 400600 active projects moving through the Department of City Plannings application process: ensuring the projects receive timely prioritization and attention from our technical teams.

RESPONSIBILITIES:
Advises the Chairperson Executive Director and General Counsel on land use policy and the Uniform Land Use Review Procedure (ULURP).
Establishes and administers land use review procedures including ULURP within both policy and technical frameworks to increase the departments efficiency in initiating and responding to applications and development proposals. In addition establishes business processes that are guided by and use best practices to improve the efficient and predictable review of proposals through all aspects of preliminary and public review.
Supervises the Calendar Office Commission Operations Central Intake ZAP Support and Pipeline functions within team.
Responsible for hiring training assigning supervising and evaluating the work of staff within the Pipeline and Commissions Operations team.
Ensures that the needs of the City Planning Commission are met through timely communication distribution of information and preparation for public hearings includes supervising attendance tracking for determination of quorum.
Responsible for coordinating the review of all City Planning Commission reports to ensure the Commission position is accurately reflected and that reports are consistent with city policy. Ensures that City Planning Commission reports are efficiently shared with the City Council and posted online.
In concert with the Deputy Director of Pipeline and Commission Operations plans and conducts the bimonthly Review Sessions of the City Planning Commission.
Assures that agency staff are familiar with all aspects of their projects as well as with overall city policy. Ensures that staff provides required followup work on projects as required by the Chairperson.
Supports as necessary Land Use Academy and New Hire Orientation classes.


Qualifications :

1. A baccalaureate degree from an accredited college and four (4) years of fulltime experience in city planning at least eighteen (18) months of which must have been in a managerial capacity; or

2. Education and/or experience which is equivalent to 1 above. However a baccalaureate degree and eighteen (18) months of managerial experience in city planning is required of all candidates. Graduate work leading to an advance degree in city planning or related field may be substituted for up to two (2) years of the nonmanagerial experience on a yearforyear basis. Graduation from an accredited United States Law School may be substituted for two (2) years of nonmanagerial
experience.
