The DSS Accountability Office (DSSAO) is responsible for protecting the integrity of social services programs administered by the New York City Department of Social Services (DSS) and ensuring that DSS complies with all statutory regulatory and contractual standards.
Within AO is the Contract Monitoring Unit. They are an independent oversight mechanism that is responsible for effectively evaluating and monitoring performance by HRAs contract administrators in order to enhance efficiencies ensure accountability and inject objectivity into the contract monitoring process.
Compliance & Contract Monitoring is recruiting for (1) one Administrative Staff Analyst NM to function as a Special Projects Liaison who will:
Identify advocate administer and assist in the development of trainings memos guides FAQs guides and other written resources for DSSHRADHS contract administrators.
Work closely with the Office of Policy Procedures and Training OPPT) the Office of Contracts Corrective Action Planning Office Audit Division and Program areas to ensure contract monitoring concepts guidelines and CMO recommendations are incorporated into and disseminated through agency policies procedures and trainings.
Attend meetings with Program Areas to address vendor noncompliance. Organize calendar attend meetings in Microsoft Teams Zoom and Webex. Prepare meeting minutes. Assist with the drafting of Corrective Action Plans Capacity Building Agreements and improvement Plans.
Conduct contract research in PASSPort and other related systems. Generate and review reports.
Create and maintain an electronic library for projects.
In consultation with Office of Contracts Corrective Action Planning Office Audit Division Finance and Program areas conduct contractsbased training for internal staff as well as Vendors.
Survey and identify the need for DSSHRADHS policies procedures guidance and training to be created or updated to best assist contract administrators/managers in the performance of their duties.
Prepare justifications and assist in implementing procedural and policy changes.
Produce other instructional guides as needed.
Communicate when policies procedures job aides and trainings have been developed.
Gather feedback from trainers and trainees after training sessions.
Analyze qualitative data and makes recommendations to the Executive Director as necessary. Promote available training to contract administrators/managers and provide necessary information about them.
Support contractrelated improvement projects by conducting research and analyses of management and contractual practices.
Collect data through interviews site visits workflows and document reviews.
Perform other contract monitoring or compliance related tasks or projects as required.
Hours: 9:00 am 5:00 pm

Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
