Broadly DEM is tasked with leading the Citys efforts to reduce greenhouse gas (GHG) emissions from City government operations 40 percent by 2025 (40x25) 50 percent by 2030 (50x30) and 80 percent by 2050 (80x50). Beyond 40x25 50x30 and 80x50 the City has also made other energyrelated commitments such as pledging to install 100 MW of solar photovoltaic on City buildings by 2025. To reach the Citys goals especially the nearterm emissions reduction mandates for 2025 and 2030 established by Local Law 97 DEM must expand our use of existing contract vehicles as well as add new contract vehicles. During the development of the Local Law 97 Implementation Action Plan many agencies identified contracting challenges as a top obstacle.
DEMs Contracting Innovation Teams core function is to meet DEMs contracting needs and ensure that our agency partners have access to the project delivery vehicles required to implement energy work at their facilities. The teams responsibilities include the following:
1. Maintaining oversight over DEMs contracting and procurement activities including completing LL63 requirements and ensuring that procurement functions and related contract administration activities are carried out effectively and in compliance with citywide directives.
2. Maintaining Memoranda of Understanding (MOUs) with agencies so that DEM and agency partners can manage risk while doing work together.
3. Managing the administration of existing contract vehicles including DEMs (1) contracts with four firms to deliver energy auditing retrocommissioning and technical services as required by Local Law 87 of 2009; (2) contract with the New York Power Authority to deliver energy projects; (3) contract with the City University of New York to deliver technical applied research and energy training services; (4) project management agreement with the Dormitory Authority of the State of New York for expensefunded asset services; and (5) various demonstration agreements in place with technology vendors.
4. Expeditiously standing up multiple new contract vehicles to meet DEMs and agencies needs including an omnibus technical services contract; a turnkey engineering procurement and construction contract; and agreements with controls systems vendors for maintenance and management of legacy building control systems.
The Program Manager Contracting Innovation will work with DEMs Contracting Innovation Team and staff across the division to improve the use of existing contract vehicles and develop new contract vehicles They will be charged with responsibilities including but not limited to the following:
1. Developing and implementing strategic recommendations to improve the use of DEMs existing contract vehicles including contracts for (1) energy auditing retrocommissioning and technical services as required by Local Law 87 of 2009 (2) energy project delivery (3) applied research and energy training services (4) expensefunded asset services and (5) technology demonstration services. Identify gaps and inefficiencies; develop and improve procedures; and help address vendor evaluation needs and performance issues.
2. Driving the development of new contract vehicles for energy project delivery and other energy services required by the City: Identify business needs for new contracts for energy project delivery as well as other energy services required by the City. Determine best routes to advance prepare draft agreement language and create procedures for agreement use by DEM and agency staff.
3. Reviewing citywide and agencyheld contracts to determine opportunities to improve energy efficiency. Work with DCASs Office of Citywide Procurement (OCP) and the Mayors Office of Contract Services (MOCS) to identify opportunities to update energy efficiency standards and address outdated language in existing citywide and agencyheld contracts. Help implement a specificationsdriven approach to contract development.
4. Supporting the operations of the Contracting Innovation Team: Track and prioritize requests and ensuring that actions are completed in a timely way. Significantly contribute to the development and maintenance of accurate standard operating procedures for DEM.
Flexible Work Update:
This position may be eligible for remote work up to two days per week pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

Qualifications :
1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of fulltime experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible fulltime research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.
